It’s been around eight years since Winterthur reinvented itself as a savings city. Under Mayor Michael Künzle (Die Mitte) and SP CFO Yvonne Beutler, one austerity program followed the next. Other Swiss cities looked maliciously at Winterthur, the bankrupt city. And were plagued by the same problems shortly thereafter.
With Kaspar Bopp, a completely different tone has set in. The SP chief financial officer avoids the word “save” with a vehemence that not only irritates the mayor. Bopp believes that Winterthur has saved enough in recent years. Today’s services are needed for a livable city. With the 2022 budget, this strategy worked without any further tax increases. But the clouds on the horizon are dark. The future will be expensive.
