ECHR awards €12,000 compensation to Russian arrested for spitting at Putin’s portrait

On May 6, 2012, Karuev held a political performance in Cheboksary, placing two carnations in front of a portrait of the Russian President and then spitting on the image. After that, the activist was detained and taken to the police department, where a protocol was drawn up against him under Part 1 of Art. 20.1 of the Code of Administrative Offenses of the Russian Federation (petty hooliganism).

The Russian court found Karuev guilty, considering that his actions “demonstrated blatant disrespect for society, whose citizens … elected the head of their state,” and appointed him 15 days of administrative arrest.

The ECtHR ruled that the state must pay €10,000 in compensation for non-pecuniary damage and €2,400 in compensation for legal costs.
