€300 Million 811-Apartment Scheme Proposed for Dublin’s St. Vincent’s Hospital Site

A new apartment plan has been lodged for the St Vincent’s site in Fairview, promising to transform the area with affordable housing and community facilities. The highly anticipated 811-apartment development has been submitted to Dublin City Council by Hines Ireland and APG Asset Management, in partnership with Dublin Simon Community. The proposal aims to create a diverse and inclusive community with a mix of residential buildings, public amenities and open spaces, while preserving the historic character of the area. The city council has received plans for a 811-apartment development to be situated on the grounds of St Vincent’s hospital in Dublin 3. The scheme, which has a projected value of €300m, will comprise mainly of apartments, spread out over nine blocks reaching up to 13 storeys tall. The Large Scale Residential Development (LRD) scheme includes 494 apartments for sale and 317 build-to-rent units, located at Richmond Road and Convent Avenue, Fairview. Royalton Group, a UK property development company, is partnering with the hospital’s board to develop the 9.5-hectare (23.4-acre) site. A planning permission of ten years is being sought from the city council. Under the proposed agreement, Royalton will construct a new 73-bedroom mental health facility for the hospital, costing around €50m. As part of the plan, the hospital board will transfer approximately 5 hectares (13 acres) of unused land on the campus for the apartment scheme. In exchange, Royalton has agreed to the construction of the new hospital and the refurbishment and reuse of listed buildings on the land. The scheme’s architects, Scott Tallon Walker, believe this opportunity could provide “new, high-density housing on underutilised land and to fully fund the construction of the new hospital and the refurbishment and reuse of the protected structures”. The developers have also committed to selling 21% of the entire development, or 174 units, to the Dublin City Council to meet their Part V social housing obligations, at an indicative price of €87.72m. Planning consultant for the scheme, John Spain, affirmed that the land is “ideally located for a sustainable mixed use development, which provides a new hospital, providing mental health services, supporting residential development and significant public open space, in an inner suburban location”.
