Dimitar Glavchev Nomination for Acting Prime Minister: List of Proposed Ministers and Cabinet Composition Presented to President Radev

Dimitar Glavchev, nominated for acting prime minister, presented the composition of the Council of Ministers to the president. This happened a day before the seven-day deadline that Rumen Radev gave him expired. Four ministers from the “Denkov” cabinet have been proposed to remain in the caretaker government as well – Kalin Stoyanov, Galin Tsokov, Kiril Vatev and Georgi Gvozdeikov.

Prime Minister – Dimitar Glavchev

Deputy Prime Minister and Minister of Finance – Lyudmila Petkova

She was born in 1967. He has a master’s degree in “Economics and Trade Management” from the University of National and World Economy. Since 2014, Petkova has been the director of the Tax Policy Directorate at the Ministry of Finance. From 2013 to 2014, she was Deputy Minister of Finance. He has professional experience as head of department and deputy director of a directorate in the National Revenue Agency.

Minister of Internal Affairs – Kalin Stoyanov

He was born on April 28, 1981 in Burgas. He completed his higher education in 2003 at the Academy of the Ministry of Internal Affairs in Sofia, and in 2009 he majored in “Law” at the Burgas Free University. He entered the system of the Ministry of Internal Affairs in 2003 as an intelligence officer in the “Economic Police” department at the Burgas Police Department. He was a detective in the “Crimes in the Economy” sector and in the “Cross-Border Organized Crime” sector at the BOP – Burgas department. From 2016 to 2018, he was reappointed to the position of head of the RU – Primorsko at the ODMVR – Burgas. In 2018, he was appointed to the position of head of department in the Ministry of Internal Affairs and Communications. From May 2021, he was appointed as the director of GDBOP. Takes the position of Minister of Internal Affairs in 2023. in the regular office of Nikolay Denkov.

Minister of Regional Development and Public Works – Violeta Koritarova

She is an expert in the field of geodesy and geoinformation systems, a long-time employee of the Agency for Geodesy, Cartography and Cadastre. Koritarova also worked in the Ministry of Agriculture and Forestry, as well as in the Ministry of Education and Science.

Minister of Labor and Social Policy – Ivaylo Ivanov

Ivaylo Ivanov was born on February 21, 1967 in Teteven. Until now, he managed the NOI. Master’s degree in finance and credit from the “Dimitar Tsenov” Academy of Economics in Svishtov. Since 2003, he has been working at the Social Assistance Agency. Since September 2009, he has been the executive director of the agency. From June 2016 to September 2017, he held the post of Deputy Minister of Labor and Social Policy and was responsible for unemployment protection policies. On September 19, 2017, he was elected by the National Assembly as the manager of the National Social Security Institute.

Minister of Defense – Atanas Zapryanov

Atanas Zapryanov is a reserve lieutenant general. He is in the position of “Deputy Minister” for the third time, having held the same position from July 2016 to January 2017 and from May 2017 to April 2021. In the past, he held various command and staff positions in the Liaison Forces of the Bulgarian Army. He was the head of the Military Academy “G. S. Rakovski”, Deputy Chief of the General Staff of the Bulgarian Army for Resources and Representative of the Chief of the General Staff of the BA in the military committees of NATO and the EU.

Minister of Foreign Affairs – Ivaylo Tsenov

Ivaylo Tsenov is a counselor in charge of the Consular Service of the Embassy of Bulgaria in Austria. “He has been a consul in Vienna for 15 years. With very good relations with the Austrian government”, Glavchev introduced him. “I was guided by this, as Austria is the only country that is against accepting us in Schengen and by land,” motivated the nominee for acting prime minister.

Minister of Justice – Maria Pavlova

She was born in 1971 in Plovdiv. In the period 1998-2006, he was an investigator in the Metropolitan Investigation Service. Between 2006 and 2012, he was a prosecutor in the Sofia District Prosecutor’s Office. Since 2012, he has been working as an investigator in the National Investigation Service. In 2016, she was elected as a member of the Committee on Attestation and Competitions of the Prosecutor’s College of the SJC. She held the position of caretaker minister of justice in 2017. She was also deputy minister of justice in two caretaker governments from 17.05.2021 to 27.01.2022.

Minister of Education and Science – Galin Tsokov

He is a professor of educational management at Plovdiv University “Paisiy Hilendarski”, Director of the Department for Qualification and Professional Development of Pedagogical Specialists of the University. He is Deputy Dean of the Faculty of Pedagogy of Plovdiv University. He specialized in Educational Leadership at Bank Street College in Education, New York, in 2014. He is the author of over 100 scientific publications published in Bulgaria and abroad.

Minister of Health – Galya Kondeva

He graduated from the Medical University in 1987. He obtained his specialties of Internal Medicine and Clinical Hematology in 1997 and 2017. In 2008, he graduated with a specialization in Health Management. In the period from 2003 to 2008, he was the Head of Department at the National Health Service. From 2008 to 2015, Dr. Kondeva worked as a doctor in the Department of Transfusion Hematology of “N.I. Pirogov” UMBALSM. In the following two years, he was a doctor in Internal Medicine and Clinical Hematology. From 2017 to 2018, he was the Director of the Directorate of the National Health Service.

Minister of Culture – Nayden Todorov

Nayden Todorov is a Bulgarian musician, composer and conductor. Since 2005, he has been the director of the Opera and Philharmonic Society in Ruse, and since 2017, he has been the director of the Sofia Philharmonic. In 2023, he was acting minister of culture in the second government of Galab Donev.

Minister of Environment and Water – Petar Dimitrov

Eng. Petar Dimitrov was born in 1973. He has a master’s degree in hydromelioration construction, with specializations in Bulgaria, Japan, Germany and Italy. For 20 years, he worked in the largest territorial scope of the Basin Directorate in Bulgaria – Danube region. In the period May – December 2021 and from August 2022 to the beginning of June 2023, he is acting deputy minister in the Ministry of Environment and Water.

Minister of Agriculture and Food – Kiril Vatev

Kiril Vatev is a member of the Management Board of the Association of Meat Processors. He graduated from the National Sports Academy with a “Freestyle Wrestling” profile (1978 – 1982) and was a freestyle wrestling coach for 11 years. In 1993, Kiril Vatev and his brother founded a company for the production of meat delicacies.

Minister of Transport and Communications – Georgi Gvozdeikov

Gvozdeikov is an aviation engineer who graduated from a master’s program in “Aviation Technology and Technologies”, “Aircraft Design” at the “Georgi Benkovski” VVU Dolna Mitropolia. It joins “Continuing the Change” with the cause of introducing innovative aviation policies and planning strategies to integrate sustainable, safe and environmentally friendly transport solutions that meet the needs of society and business. Georgi Gvozdeikov actively participated in the creation of the first system for emergency medical assistance by air in Bulgaria. He is the Deputy Chairman of the Committee on Transport in the 47th National Assembly.

Minister of Economy and Industry – Petko Nikolov

He holds a Master’s degree in “Law” from the Sofia University “St. Kliment Ohridski”. He specialized in currency, customs and tax control, as well as criminal law sciences. He has a master’s degree in finance. In 2001, he was appointed chairman of the Supervisory Board of the Privatization Agency. From 2003 to June 2016, he was the chairman of the Commission for the Protection of Competition (CPC).

Minister of Innovation and Growth – Rosen Karadimov

Deputy in the VII Great National Assembly and in the 36th National Assembly. Advisor to the Prime Minister Sergey Stanishev since November 2005. Since November 2022, he is the chairman of the BBR Supervisory Board.

Minister of Energy – Vladimir Malinov

Vladimir Malinov is the executive director of the national gas transmission operator Bulgartransgaz EAD. Previously, he led processes related to regulatory issues, relations with European institutions and the implementation of EU market network codes in the field of natural gas. He is the Chairman of the Board of Directors of Gas Hub Balkan.

Minister of Electronic Government – Valentin Mundrov

Valentin Mundrov was the deputy minister of e-governance in the “Denkov” office. Until that moment, Mundrov was an IT consultant at the National Health Insurance Fund. In the period between 2013 and 2022, he worked as a director in the “Software Integration” Directorate at “Information Service” AD. He was an expert at the Customs Agency, as well as at the Ministry of Health. He also has work experience in the private sector. On June 15, 2023, Valentin Mundrov was appointed Deputy Minister of e-Government by the Prime Minister Academician Nikolay Denkov.

Minister of Tourism – Evtim Miloshev

Born on May 2, 1968 in Sofia. Graduated from the Construction Technical College in Sofia. He became part of the main core of the creators of the student program “Ku-Ku”, which was broadcast on the air of BNT from 1990 to 1994. In the years of the creation of the first private television channel in Bulgaria, bTV, Miloshev was among the founders of “Slavi’s Show “.

Minister of Youth and Sports – Georgi Glushkov

Georgi Glushkov is a former Bulgarian basketball player and president of the Bulgarian Basketball Federation. He played in the National Basketball Association of the USA and Canada. He is the first Bulgarian to play in the league and is the first basketball player from the Eastern Bloc to be drafted into the NBA.

On Tuesday I will issue 3 decrees – for the interim government, for European elections and for extraordinary parliamentary elections 2 in 1 on June 9.
