Criminal proceedings for cruel treatment of a minor started in Riga after a child falls into a pond | The news

Riga, August 20, LETA. In Riga, in the Zemgale station of the State Police, criminal proceedings have been initiated about the case when a baby was taken to a hospital in a coma after falling into a pond, the State Police informed LETA.

On the evening of August 17, the medics received a call to an address in Riga, where a small child had fallen into a body of water. The three-year-old child had probably been in the water for more than half an hour.

Upon arrival at the scene, doctors immediately began resuscitation activities that lasted more than 40 minutes. Although the child’s heart was restored with the involvement of a medical team, the child was taken to hospital in a very serious condition. According to the information available to the police, the child is still in hospital in a coma.

Police found that the child had been left unattended in the yard for several hours. At that time, his mother, born in 1986, was in an apartment. The child had gone to a nearby body of water where the accident had taken place.

The police have initiated criminal proceedings for cruel or violent treatment of a minor, if the minor has suffered physical or mental suffering. The law provides for imprisonment of up to five years, forced labor, or a fine for such crimes.

The State Police has handed over the information about what happened to the Orphan’s Court for further decision-making. For the duration of the investigation, the mother has appropriate security measures – police supervision and a ban on leaving the country.

Police have found another case of parents neglecting their children in Riga this week.

On the afternoon of August 18, the police received information that there is a woman on the street in Ķengarags district who looks intoxicated and pushes a pram with a small child.

The law enforcement officers drove to the scene, where they noticed a woman with a baby in a stroller and a man matching the description. The baby was only one year old and eight months old. Also next to them lay another man in the bushes, who looked under the influence of intoxicants.

The persons refused to perform the examination, but their visual signs showed that they were under the influence of narcotic and psychotropic substances. Doctors were called to the scene, who also provided medical assistance.

The woman, who was born in 1985, was taken to the Kengarags police station, but information about what happened was also handed over to the Orphan’s Court and the child was handed over to the crisis center.

Police are aware that the woman has a total of five children, which are currently taken care of by the children’s father.

The woman has been brought to the attention of the police several times before, including the use of narcotic and psychotropic substances, the use of alcohol, as well as various types of theft. Also in 2014, criminal proceedings were initiated against a woman for violence against a minor.

An administrative procedure on drug use has now been initiated against the woman, as well as a departmental examination has been launched, during which the woman’s responsibility in relation to the child will be assessed.
