Corona virus: The federal government and the federal states agree on an extensive ban on contact

In a telephone booth, the federal and state governments agreed on Sunday afternoon to decide on a comprehensive ban on contact.

Chancellor Angela Merkel (CDU) and the state premiers agreed on a nine-point plan according to SPIEGEL information:

  • Collections of more than two people are therefore generally prohibited. Families and people living in a household should be excluded.

  • In general, contact with others should be kept to a minimum.

  • A distance of 1.50 meters must be observed in public.

  • Catering businesses should remain closed.

  • Service companies in the personal care sector – including hairdressers and beauty salons – are also said to be closed. Medically necessary treatments should continue to be possible.

  • Violations of the contact restrictions are to be monitored and sanctioned by regulatory authorities and the police.

  • Hygiene regulations should be observed in companies for employees and visitors.

  • According to the agreement, however, the way to work, help for others or individual sports and exercise in the fresh air should still be possible. Exceptions therefore also apply to mandatory meetings for business, professional and official reasons as well as for examination and supervision-related reasons.

  • The points initially apply for two weeks, according to the agreement.

A group of twelve countries had already agreed in principle to a comprehensive ban on contacts before the switching conference. These included Baden-Württemberg, Berlin, Brandenburg, Bremen, Hamburg, Hesse, Mecklenburg-West Pomerania, Lower Saxony, North Rhine-Westphalia, Rhineland-Palatinate, Schleswig-Holstein and Thuringia.

The federal and state governments agree on this, said NRW Prime Minister Armin Laschet in Düsseldorf.

The state of Saxony imposed the whole of the Free State on Monday from midnight an exit restriction. After that, leaving the apartment or house without good reason is prohibited. Ways to go to work or go shopping are allowed.

Generally disciplined

Several countries – above all Bavaria – had already tightened their regulations. The police in Bavaria reported only a few violations of the exit restrictions.

Numerous politicians have spoken out in the debate about exit restrictions in recent days. Lower Saxony’s Prime Minister Stephan Weil (SPD) wanted to avoid curfews in the corona crisis, as he told the “Welt am Sonntag”. “Imagine that families with several children in tight apartments without balconies and gardens could no longer go outside in the fresh air. This is hard to imagine over a long period of time.” Others insisted on uniform regulations including sanctions.
