CIA Video Encouraging Russians to Cooperate: Recruitment Tactics and Russian Response

The US Central Intelligence Agency published a video on its social networks entitled “Why I contacted the CIA: for the sake of the Motherland,” in which it once again calls on Russians to cooperate with the agency.

The video presents the internal monologue of a fictional 35-year-old employee of the GRU (the main directorate of the General Staff of the Armed Forces of the Russian Federation), who previously served in the Airborne Forces.

“In the GRU I found a new way to serve my country. At least that’s what I thought. However, he soon realized that the true enemy of Russia was within itself. The elite sold the country for palaces and yachts, while our soldiers chew rotten potatoes and shoot from antediluvian weapons. Our people are forced to pay bribes just to find work. And the elite with fabulously expensive watches while away the time while corruption and nepotism are corroding my country from the inside,” the hero of the video lists the problems of Russia.

A fictional GRU officer declares that he has “seen the light” and “the spirit of a patriot has awakened in him, calling for action. The hero explains that he contacted the CIA out of a desire for “the Russian people to prosper and reach their potential, and for his son to live in Russia, “which we dreamed of.”

The video ends with a message from the CIA: “The people around you may not want to hear the truth. We want. You are not powerless.” US intelligence then encourages the Russians to contact it in a secure manner.

Kremlin spokesman Dmitry Peskov, commenting a new CIA video noted that intelligence services in different countries often resort to the media and social networks to recruit employees. “Someone needs to tell the CIA that in our country VKontakte is much more popular than the banned X. The VK audience is much larger,” he added. The CIA published the video not only on the X social network, but also on YouTube and on its Telegram channel.

The CIA regularly calls on Russians to cooperate with the agency. In November 2022, CIA intelligence chief David Marlow said that the agency intends to cooperate with residents of Russia who oppose the full-scale invasion of Russian troops in Ukraine. In May 2023, the CIA created a special telegram channel to recruit Russians.
