ROMA. There is no more time, and even at Palazzo Chigi they know that, once the game of economic measures is over, the real emergency is the school. The bell will ring on September 14, but according to the provisions of the School Decree, ordinary teaching activities will begin on September 1, without considering that many school managers have asked to exclude the last week of August from the vacation plan, as some have already done. institutions in previous years to allow debt recovery by 31 August.

At the reopening of the schools there are therefore 20 days left in the best of cases, just over a month until the students return to the classroom, and the National Association of Principals returns to sound the alarm: throughout Italy it will be necessary to set up 20,000 alternative classrooms for a total of about 400,000 students, about 5% of the total, but 50% of the necessary environments have not yet been found.

The president of the PNA, Antonello Giannelli, had already reiterated this last Thursday, on the day when the Minister of Education Lucia Azzolina had signed the Protocol for safety with trade unions and school leaders: “We need urgent clarifications about the hypothesis in which the school does not have the availability of spaces and rooms suitable for teaching in the presence with the guarantee of the linear meter of distance “. In short, the risk is that some of the students are forced to continue to follow lessons from home, struggling with inadequate tools and poor connections, a condition that would not ensure the right to study.

Municipalities are engaged in a race against time to find alternative spaces in which to set up classrooms with the resources made available to local authorities for rents in the August decree: 32 million for 2020, 48 million for 2021. And research is at 360 degrees: “Public notices are open to everyone – explains Cristina Giachi, head of the Anci School – In addition to museums, cinemas and congress centers, hotels, bed & breakfasts and even single apartments could also participate, as long as the structures respect the requirements of capacity and safety “. An initiative that, while Mariastella Gelmini of Forza Italia jokes “the only thing missing is the proposal to teach a lesson under the bridge”, leads the Ministry to make a clarification. “It is good that the local authorities are engaged in the search for alternative spaces” but these spaces “must always be adequate to accommodate female students and students” reads a note in which it is recalled that even in Viale Trastevere we work “relentlessly to solve latest critical issues and bring everyone back to school ». The idea of ​​B & Bs and hotels does not even like Italia Viva: «A scenario that has little to do with schools» says Gabriele Toccafondi.

After all, explains Giannelli, the needs would be even lower than forecasts, with a requirement equal to three new classes for each of the eight thousand municipalities: «But there are patchy critical issues, with territorial realities where there are much wider needs. The problems mmore are in big cities like Rome. Matteo Orfini, Pd comments: “The fact that the whole debate was on the benches with wheels says a lot about the inability to design … Now, however, we are working to reopen, possibly without unloading everything on school managers”. The situations of greatest overcrowding concern high schools: “We estimate that in 20-30% schools will not be able to maintain the distance, so external spaces will be needed – confirms Mario Rusconi, president of the Lazio NPC – In Milan, for example, they are organizing mega -container for lessons ». In this context, therefore, the use of distance learning will be inevitable: «It means that in a class of 27 pupils, about twenty will teach in class and 5 in rotation will teach from home». The big cities in the center-south will suffer the most, also due to the difficulties in predicting an increase in the number of bus routes to organize staggered entries. Transport, in fact, is another of the problems to be solved. Today the question will be on the table of the meeting convened by the government to heal the clash with the Regions on the security measures to be observed on public transport: the request of the governors will be a billion to expand the local public transport lines, while Wednesday will be known the name of the company, among the 14 that participated in the European tender announced by the extraordinary commissioner Domenico Arcuri for the supply of three million single-seater benches: they will have to be supplied between 8 and 12 September.
