Can government agencies contract with companies that do not have a regional office in the UK?

Al-Marsad Newspaper: The Official Gazette, Umm Al-Qura, has published regulations to regulate government agency contracting with companies that do not have a regional headquarters in the Kingdom or with any related party.

The controls included: Government agencies – in carrying out their work and in securing their purchases – are not permitted to contract with companies that do not have a regional office in the Kingdom or any related party except in accordance with the provisions of the controls. All government agencies are obliged to implement controls, whether they are subject to the provisions of the Government Procurement and Procurement Act or any other law or regulation, and the controls are complementary to the provisions applied by government agencies in carrying out their work and guaranteeing their purchases in accordance with the text of article three.

The following activities and purchases are excluded from the controls:

A- Whose estimated cost does not exceed (one million) riyals. The Minister may, in accordance with the requirements of the public interest, issue a provision to change this amount, cancel this exception or temporarily suspend its activity.

b- What is implemented outside the Kingdom.
