Far-reaching corona measures such as the 1.5-meter rule and the ban on gathering have been in force for weeks, without being in law and submitted to parliament. They are contained in emergency ordinances issued by the mayors. But they are only intended for ‘an acute, unforeseen crisis situation’ such as was immediately after the corona outbreak in the Netherlands, Grapperhaus writes to the House of Representatives.
Now that many of the measures will continue to apply for longer, more support is needed. “In a constitutional state, emergency ordinances cannot last too long, also in view of the continuing implications for everyone’s freedoms and fundamental rights,” said Grapperhaus.
The continuation of the emergency ordinances is increasingly criticized by legal scholars and dissatisfaction in the House of Representatives is also growing.
