Budget surplus in November

On Friday, the ministry presented the estimates made available by ISBnews.pl.

We recall that a surplus of 27.23 billion zlotys had been recorded in the budget a month earlier.

State budget in November 2022

The revenue of the state budget after November 2022 amounted to PLN 464.53 billion, or 94.4%. plan for the entire year 2022 assumed in the budget law. Expenditures amounted to PLN 446.25 billion, or 85.5%. plan for the current year. As reported, in January – November this year. In 2018, state budget revenues were PLN 13.1 billion higher than in the same period last year. State budget tax revenues were higher than in January-November 2021 by about 34.3 billion zlotys.

Compared to the same period last year:

  • VAT receipts increased by 5.9%. year after year (i.e. about PLN 11.8 billion),

  • Income from personal income tax was 2.8% lower. year after year (i.e. about PLN 1.9 billion),

  • CIT revenue was 37.7% higher than in 2018. year on year (i.e. about PLN 17.8 billion),

  • In 2018, revenue from excise and gaming tax increased by 7%. year after year (i.e. about PLN 5 billion),

  • tax revenues of some financial institutions were 15.4 percent higher. year on year (i.e. about PLN 0.7 billion).

In the period January – November 2022, the non-tax income amounted to approximately PLN 33.8 billion and was approximately PLN 21.6 billion (or 39%) lower than in the period January – November 2021.

Ministry of Finance: Execution of income

“The lower performance of non-tax revenues is related to the transfer, pursuant to Article 24 of the Law of August 5, 2022 on the Carbon Share, of a part of the profit of the National Bank of Poland higher than the forecast specified in the Budget Law for 2022 to the COVID-19 Prevention Fund in the amount of PLN 9.6 billion PLN and with the transfer of funds from the sale of CO2 emission allowances to the COVID-19 Contrast Fund in the amount of PLN 5.9 billion PLN, in accordance with article 51 of the law of 15 September 2022 on special solutions for certain heat sources in view of the situation on the fuel market,” the Ministry of Finance said in a statement.

The lower performance of PIT revenues derives from the transfer of additional PIT shares to Local Administrations for 9.1 billion zlotys.
