Budget Day 2023: Major Changes in Income, Energy, and More

The government always announces many plans on Budget Day that have major consequences for your income. This year there are slightly fewer, because the cabinet is resigning. Still, there are some big changes coming. NU.nl lists them.

Poverty

The most important change is that the government is allocating 2 billion euros to relieve people with low incomes. This should prevent even more people from ending up in poverty. More than half of this amount goes to increasing the child budget. This is an amount that parents receive as a supplement to their child benefit. Next year a maximum of 750 euros will be added for the first child, for other children a maximum of 883 euros per child per year. More families are also eligible. Furthermore, 750 million euros will be allocated for an increase in the rental allowance. In concrete terms, this means that the rental allowance will increase by a maximum of 416 euros per year. A third measure is that the employment tax credit is increased by 115 euros. As a result, people who have a job pay slightly less income tax. On the other hand, people with a high income will pay more tax, because they fall into the high tax bracket a little earlier. Free meals at primary and secondary schools will continue to be available next year. This concerns approximately 1,600 schools with many students with low-income parents. 30 million euros will be made available for the Caribbean part of the Netherlands to maintain the purchasing power of residents. This goes to higher benefits and higher child benefit. About 6,500 households that unintentionally have an income that is below the social assistance level can receive compensation from their municipality from next year.

Energy

The Temporary Energy Emergency Fund will continue to exist next year. This fund was created last year to help people with low incomes pay their high energy bills and will be continued next year. The price ceiling for electricity and gas will disappear early next year. This was supposed to ease the pain of high energy rates. But most Dutch people now have rates that are below this ceiling. However, the tax on gas will increase by about 10 cents per cubic meter. At the same time, the tax on electricity will decrease slightly, by 2 cents per kilowatt hour. For a household with average consumption, this will increase the energy bill by approximately 90 euros per year. It is still unclear what will happen to the excise duty on fuel. According to preliminary plans, you will pay 21 cents per liter extra tax (excise duty and VAT) for petrol from the beginning of next year. The price of diesel is also rising sharply. But the House of Representatives can put an end to this, and there appears to be a majority in favor of this. The amount of subsidies for sustainable investments (ISDE scheme) will increase by 1.38 billion euros. This concerns, for example, insulation of your house or the purchase of a heat pump.

Concern

Health insurance is becoming more expensive. Next year you will pay an average of 149 euros per month for the basic package. That is 12 euros more than this year. This is only an estimate by the cabinet. The health insurers are allowed to determine their own premiums and will announce this later this autumn. The maximum healthcare allowance will decrease next year. At the beginning of this year, this was increased to 154 euros per month. But next year the government will reduce this to a maximum of 127 euros. Elderly people who need informal care and therefore live with their child will no longer have their allowances reduced from 2025.

Other

From next year, employers may give their staff 23 cents per kilometer travel allowance without having to pay tax on it. That is now 21 cents. The excise duty on tobacco and alcohol will be increased. It had previously been agreed that the excise duty on smoking materials would increase on April 1, but there will be an additional increase. From April 1, a pack of twenty cigarettes will cost 10.70 euros, and from that moment on you will pay 24.14 euros for a bag of 50 gram rolling tobacco. The excise duty on alcohol is also being increased. The wealthy Dutchman will pay a little more tax next year. This is because the tax-free allowance does not increase with inflation. In addition, the rate in box 3 will increase from 32 to 34 percent next year. Camper owners will now pay more road tax.
