Bremen Plans to Expand Capacity for Mentally Ill Criminals in Prison System

Bremen (dpa / lni) – Bremen wants to create more places to accommodate mentally ill criminals. The Senate will make a decision on Tuesday (11 a.m.) about the capacity of the Bremen prison system. According to a Senate bill, 28 new places are planned in the city state.

Currently, 155 criminals can be treated in the clinic for forensic psychiatry and psychotherapy in Bremen. 20 people in organizational detention are still waiting for a place, as the Senate bill shows. But qualified personnel are also needed for the expansion.

Criminals are placed in the penal system if a court classifies them as psychiatrically abnormal or addicted. In the case of longer prison sentences, the imprisonment can be divided: first part is served in prison, then the punishment follows. There it is decided whether the convicted person must continue to serve the remaining sentence – or whether he will be released after half the sentence.

According to the Senate bill, the need to accommodate mentally ill offenders has recently increased steadily. On average, almost 133 places were occupied in the penal system in 2018; five years later there were just over 154 places.

Accommodation in other federal states is only possible in exceptional cases, as the need is increasing nationwide. According to the submission from Bremen, there are currently nine mentally ill criminals in prison abroad. The city-state also repeatedly receives inquiries from other federal states, which usually have to be rejected.

The expansion of the penal system is also included in the coalition agreement. The red-green-red alliance therefore wants to create capacities to “provide criminal and pre-trial prisoners with the medically necessary psychiatric treatment”.
