Film production usually only requires an official filming permit if filming is to be carried out in public space and public roads have to be closed for this purpose. The admissibility depends on Section 29 StVO and is required if the planned filming has to restrict traffic.

In addition, you should currently be able to show such official approval even for filming on private property and even indoor filming, because due to the corona crisis it is to be feared that filming will be considered prohibited.
