Arrests and Charges in Dunkirk and Chautauqua County – Latest Police Department Updates

DUNKIRK POLICE DEPARTMENT

≤ Ramon Ramos, 36, of Dunkirk, was arrested Sunday and charged with seventh-degree criminal possession of a controlled substance, third-degree aggravated unlicensed operation, unregistered motor vehicle, failure to yield entering roadway, improper signal and no tail lamps.

≤ Sammy Carrasquillo Jr., 20, of Cleveland, Ohio, was arrested Sunday and charged with three counts of speeding, two turn signal violations, two no lights infractions, two counts of moving from lane unsafely, two counts of failure to comply with a red light, and failure to comply with a lawful order.

≤ Zaralizette Smith, 23, of Dunkirk, was arrested Monday and charged with endangering the welfare of a child.

CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT

≤ HANOVER — Deputies responded to a walk-in complaint at the Hanover substation around 5:20 p.m. Thursday of a past-tense altercation that occurred earlier in the week. Through an investigation it was found that 24-year-old, Talen A. Baker of Silver Creek did subject the complainant to unwanted physical contact as well as put a child in harm’s way. Baker was charged with second-degree harassment and endangering the welfare of a child. She was transported to the Chautauqua County Jail for Centralized Arraignment.

≤ NORTH HARMONY – Deputies on Thursday night charged a Jamestown man after a vehicle pursuit. Blake D. Smith, 48, vehicle failed to stop for emergency lights and sirens and led deputies on a vehicle pursuit on Interstate 86 west before getting turned around and continuing east on Interstate 86 around 9:30 p.m. The pursuit continued on Route 394 near Fardink Road before the vehicle crashed in a ditch on Route 394. The operator attempted to resist arrest by fleeing on foot but was caught shortly after. Smith was charged with unlawful fleeing of a Police officer in a motor vehicle, resisting arrest, first-degree reckless endangerment, no stopping or standing on a highway, speed in zone, move from lane unsafely, reckless operation and second-degree aggravated unlicensed operation. He will be in town court later. Deputies were assisted by New York State Police, Ellicott Police and Lakewood-Busti Police.

≤ An investigation was conducted by the Chautauqua County Sheriff’s Office Criminal Investigation Division regarding a theft dating back to Sept. 21. Through an investigation, it was found that Shauna Engle, 38 of Fredonia, was in possession of stolen property from a burglary that occurred in the town of Hanover. On Thursday, Engle was charged with fourth-degree criminal possession of stolen property. She will be in Pomfret court to answer the charges later.

JAMESTOWN POLICE DEPARTMENT

≤ Joshua M. Eddy, 36, of Jamestown was charged with third-degree criminal trespass and second-degree harassment. At approximately 10:30 pm, Thursday officers responded to an address on the south side of the city for a trespass. On arrival, officers learned that Eddy threatened a victim, and fled into a nearby condemned residence. Officers located Eddy in the residence and took him into custody without incident. He was being held in the Jamestown city jail pending arraignment in the Jamestown city court.

≤ Brandon L. Hogue, 31, of Jamestown, is facing numerous charges after a Friday morning domestic incident. Around 7:45, officers responded to a south side address. Upon arrival, officers Hogue and a female victim outside of the residence. Upon further investigation, it was determined that Hogue took the victim’s phone when she attempted to contact 911. Hogue then laid on top of the victim, physically restrained her, and covered her mouth and nose, making it difficult for her to breathe. While on scene, officers found the residence, which is shared by Hogue, the female victim, and three children under the age of 17, was in a deplorable condition. As a result, Hogue was charged with criminal obstruction of breathing or blood circulation, second-degree unlawful imprisonment, fourth-degree criminal mischief, and three counts of endangering the welfare of a child. Hogue was being held pending arraignment in City Court with additional charges expected in relation to this incident. The Jamestown Police Department was assisted at the scene by the city Department of Development.

≤ Malcolm B. Bull, 32, no address listed, was charged with criminal mischief, reckless endangerment and larceny. Jamestown Police were alerted to several incidents throughout the east side of Jamestown in which a male was observed tampering with power poles, resulting in damage to the poles. Police obtained video evidence and eyewitness accounts that led to a suspect being located and identified. Bull was held for arraignment.
