Admission to INM begins! Bogdan Mateescu: ‘Admission is made exclusively on meritocratic criteria’ – News by sources

The Plenum of the Superior Council of Magistracy (SCM) decided, on Tuesday, to organize the competitions for admission to the National Institute of Magistracy (INM) and the judiciary, in the latter case being available, by additional, 98 positions of judge and 60 positions of prosecutor.

The decision comes after, on June 28, the Senate adopted, as a decision-making body, a law that allows the organization of competitions for admission to the judiciary, a law re-examined following a decision of the Constitutional Court, so that these competitions can take place in the years 2021 – 2022.

The unblocking of the competitions was insistently demanded by several heads of courts and prosecutor’s offices, who complained about the lack of staff, in the conditions of successive waves of retirements of judges and prosecutors, as a result of discussions on the elimination of special pensions of magistrates.

In Tuesday’s meeting, the SCM Plenum decided to organize the admission contest at the National Institute of Magistracy, in Bucharest, between July 30, 2021 – April 5, 2022, with 300 seats of justice auditors available: 175 judges and 125 prosecutors.

Also, a position of legal personnel assimilated to judges and prosecutors for each of the following institutions will be put up for competition:

* 1 position within the National Institute of Magistracy;

* 1 position within the Judicial Inspection;

* 4 positions within the Ministry of Justice, of which: 1 position within the MoJ; 1 position within the National Agency for the Administration of Unavailable Goods; 1 position within the National Authority for Citizenship; 1 position within the National Probation Directorate; 1 position within the Superior Council of Magistracy; 1 position within the Prosecutor’s Office attached to the High Court of Cassation and Justice, from the scheme of the Prosecutor’s Office attached to the Craiova Court of Appeal.

Also in Tuesday’s meeting, the SCM Plenum decided to organize the competition for admission to the judiciary, in Bucharest, between July 2021 – March 2022, according to the calendar proposed by the National Institute of Magistracy.

In this regard, the following were approved:

* competition topics and bibliography, proposed by the National Institute of Magistracy;

* the methodology regarding the organization and development of the interview;

* methodology for organizing and conducting psychological testing;

* the number and positions of judge to be removed at the competition for admission to the magistracy – 75 positions;

* the number and positions of judge in respect of which the supplementation may be ordered under the conditions of art.3 paragraph 3 of the Regulation – 23 positions;

* the number and positions of prosecutor to be removed from the competition for admission to the judiciary – 50 positions;

* the number and positions of prosecutor in respect of which the supplementation may be ordered under the conditions of art.3 paragraph 3 of the Regulation – 10 positions;

* when establishing the order, conditions and limits of filling the positions of judge and prosecutor provided in the additional lists, distinct for courts and prosecutor’s offices, corresponding to the number of candidates admitted after the two stages of the competition and who did not fit in the number of vacancies in the competition, to be taken into account the weight of 3 judges / 2 prosecutors, until the exhaustion of the prosecutor’s positions, the rest of the remaining positions being assigned to the judges.
