Pérez Gutiérrez is one of the six candidates to fill the vacant position, presented by the Conapred Consultative Assembly, which also includes the oaxaqueñas Amaranta Gómez Regalado, muxe woman, anthropologist and activist originally from Juchitán de Zaragoza; and Marcelina Bautista Bautista, director of the Support and Training Center for Domestic Employees, originally from Asunción Nochixtlán, who emigrated from the Mixteca region to Mexico City as a young woman.
The Ayuujk indigenous woman studied a degree in Communication Sciences, with a postgraduate degree in Gender and communication at the José Martí International Institute of Journalism, in Cuba. She has experience in public administration and has held municipal positions for the internal regulatory systems in Tlahuitoltepec, where she was also at the community radio station.
She is part of the Technical Committee of Experts of the Consultation Process for the Constitutional and Legal Reform on the Rights of Indigenous and Afro-Mexican Peoples, emphasizing the combat discrimination and racism.
It is currently member of the Citizen Council of the Mexican Radio Institute (IMER), as well as non-governmental organizations External Council of the Study Group on Women Rosario Castellanos de Oaxaca (GESMujer) and de Acento AC
