The document stressed that the sanctions “dissolved Russia’s ability to finance the war,” while adding that Turkey and China are helping it bypass the Western bloc.
He explained that “oil production fell by 10% and gas production fell by 22% year-on-year in August,” while the surplus shrank to 137 billion rubles during the summer alone.
