People who were thrown on the receipt were guilty of, among other things, leaving garbage behind, using prohibited bait, not showing ID and not having a boat license on a boat that does require a boat license. A large amount of narcotics was found in one. There were also dozens of warnings for things such as speeding, not having a registration mark on a boat, not wearing a life jacket and parking incorrectly.
