The candidate for Mayor of Neiva, Yilber Saavedra, served the custodial measure for calling the Mayor of Neiva, Gorky Muñoz, a “rat”. The applicant does not show regret and assures that “we are not afraid of a new prison sentence.”
Although the candidate Yilber Saavedra was expected to serve his 24-hour custodial sentence at the Neiva Metropolitan Police Command, the judge decided to change the place of confinement and opted for it to be at the residence of the sanctioned person. Because?
The aspirant to the municipal administration who registered with signatures, was sanctioned after failing to comply with a guardianship action and calling the Mayor of Neiva, Gorky Muñoz, a “rat” through political billboards. In these he also put the faces of three more former presidents; Cielo González Villa, Héctor Aníbal Ramírez Escobar and Pedro Hernán Suárez, all entangled in legal troubles and some with firm convictions.
The Sixth Municipal Penal Judge of Neiva with Knowledge Functions, Juan Carlos Motta Vargas also sanctioned him with a fine of one minimum wage. Paradoxically, the judge released the arrest on August 18 and only yesterday was the applicant able to comply with the sanctioning measure.
According to the candidate, after the arrest warrant was issued, “I was present at the facilities of the Metropolitan Police and the Sijin on three occasions. There they told me, initially, that they were looking at which facilities could be used to comply with the measure, ”he said.
“Thus, the Police notified the judge that, in addition to not having the facilities to comply, it was also important to take into account the national alert circular that has been issued to the different military units and cantons to be alert to possible attacks by groups outside the law, so having civilians in their facilities is not recommended,” he said.
Thus, according to Saavedra, “the judge issued yesterday – on Wednesday – a document in which he modifies the place of application of the measure, no longer at the Police facilities but at the residence of the sanctioned party. So that the 24 hours of arrest are fulfilled, which began today –yesterday- at 8:00 am”. Thus, the preventive sanction will be settled today, September 1 at 8:00 a.m.
The applicant took photos at the moment his detention was legalized, wearing a shirt with a message against the Mayor of Neiva. When asked about it, he stated:
“Because it is simply a reality, Gorky Muñoz is a corrupt mayor, he is a rat who, despite the sanctions, continues to rob Neivans before the complacent gaze of the authorities. In this sense, we are not afraid of telling the truth, we are not afraid of a new prison sentence, we are making use of our fundamental right to free expression, which, on political issues, are specially protected speeches, but here the Judges have left against the jurisprudence of the Constitutional Court. We are not afraid and we are going to continue our campaign being consistent. This is not just a personal expression, it is that of thousands of Neivans, who also point to Gorky as a rat”.
