Xi Jinping Chairs Meeting on State-Owned Enterprises: Second Round of Inspections Reveals Corruption – Voice of Hope Report

The meeting emphasized that state-owned enterprises are the “important material and political foundation” of the CCP. According to Xinhua News Agency, the official media of the Communist Party of China, the Political Bureau of the Central Committee of the Communist Party of China held a meeting on March 29 to review the “Comprehensive Report on the Second Round of Inspections of the 20th Central Committee.” Xi Jinping presided over the meeting.

The meeting stated that since the 20th National Congress of the Communist Party of China, two rounds of central inspections have been carried out to complete the full coverage of centrally managed enterprises. The meeting emphasized that state-owned enterprises are the “important material and political foundation” of the CCP, and must adhere to the “party’s leadership” and achieve “two safeguards”; they must promote “comprehensive and strict governance of the party” and strengthen the supervision of “top leaders” and leaders supervision at all levels and “continue to maintain a high-pressure posture in punishing corruption.”

On October 10, 2023, the official website of the Central Commission for Discipline Inspection of the Communist Party of China and the State Supervision Commission announced that the second round of inspections will include five central agencies and institutions including the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration of Science, Technology and Industry for National Defense, and the State Tobacco Monopoly Administration. A total of 31 units of 26 state-owned central enterprises including China FAW and Dongfeng Motor Group carried out regular inspections, and conducted “look back” inspections of the State Railway Administration and China State Railway Group Co., Ltd.

On March 27, 2023, the first round of inspections by the Communist Party of China was launched. 36 institutions were included in this round of inspections, including regular inspections of the party groups of 30 Chinese-owned enterprises, “looking back” inspections of the party committees of 5 Chinese-owned financial enterprises, and inspections of the national party committees. The Party Leadership Group of the General Administration of Sport carried out mobile inspections. There are many “big tigers” and “financial tigers” of central enterprises from the units inspected in the first round.

On April 5, 2023, Li Xiaopeng, the former Party Committee Secretary and Chairman of China Everbright Group Co., Ltd. was investigated; on May 19, Zhou Qingyu, the former Party Committee Member and Vice President of the National Development Bank, was investigated; on July 15, the former Party Committee Member and Vice President of China Everbright Group Co., Ltd. Party Secretary and Chairman Tang Shuangning was investigated; on July 20, Wang Yongsheng, former Party Committee Member and Vice President of the China Development Bank, was investigated.

On June 25, Xu Wenrong, the former deputy party secretary and deputy general manager of China National Petroleum Corporation, was investigated; Du Zhaocai, the “big tiger” in football, was investigated on April 1. The political situation meeting chaired by Xi Jinping particularly emphasized that state-owned enterprises are the “important material and political foundation” of the CCP.

Sheng Hong, a Chinese economist and director of the Beijing Unize Economic Research Institute, once said that state-owned enterprises are not a form of property rights suitable for existence in the commercial field, and this itself is contradictory to the government’s responsibilities. Sheng Hong advocates that all state-owned enterprises should withdraw from the operating field.

Sheng Hong pointed out that from 1994 to 2013, state-owned enterprises did not pay a penny to the people of the country, but in turn they received hundreds of billions of government subsidies: In fact, it is not the state-owned enterprises that contribute to China, but the people of the country who support them. these state-owned enterprises.

The Unirule Institute of Economics was originally a private think tank but was later shut down by the CCP, and Sheng Hong is currently unable to speak out.

However, what Sheng Hong said more than ten years ago is not outdated, because now the CCP is intensifying its expansion of state-owned enterprises and cracking down on the private economy. It also regards state-owned enterprises as “an important material and political basis” for the CCP’s rule. Xi Jinping’s so-called “inspection of state-owned enterprises and central enterprises” ” is nothing more than trying to preserve this rotten “material and political foundation.” As long as the state-owned enterprises exist for one day, the entire Chinese people will use money to support them.
