At the beginning of November the national government announced that bars, restaurants and venues for sporting events or concerts with large crowds They had to demand the vaccination card against covid-19. This measure responded to the decrease in the rate of vaccination throughout the country.

This December 15, the Council of State received a demand requesting the overthrow of Decree 1408 of 2021, which regulates and It obliges Colombians to present the digital vaccination card. The lawsuit was filed by Henry Torres against the Presidency of the Republic, the ministries of the Interior, Health and Prosperity, and Commerce, Industry and Tourism.

The argument of Torres’ lawsuit is that presenting the vaccination card in certain places could be considered as discrimination for those who do not have it.

For now, the study of the claim, according to El Tiempo, is in charge of magistrate Roberto Serrato, who must issue a series of orders requesting concepts from the defendants and the Attorney General’s Office.

Since last Tuesday, December 14 Colombians must present the vaccination card with the complete scheme to be able to access public establishments. That is, people must have two doses against the coronavirus or only one in the case of Janssen.

In addition, the measure will be required for foreigners residing in Colombia and diplomats with their families, foreigners and tourist tourists; as pointed out by the President of the Republic.

“Under the recommendation of the advisory committee of the Ministry of Health, since December 14, every international traveler aged 18 years and over who enters Colombia must present a covid-19 vaccination card or certificate with a complete scheme. We protect visitors and preserve 73% of vaccination “President Iván Duque announced at the time.

It should be remembered that the verification of these provisions will be in charge of the owners, administrators and organizers of the establishments. In either case, you will be required to show your physical vaccination card, or digital vaccination certificate, which you can download at mivacuna.sispro.gov.co.

Referring to open-air events, it was established that this document will not be requested at village festivals, but if an event were to be presented in a closed space, yes. Same case with the novenas de aguinaldos: as long as they are held outdoors there will be no limitations. Hotels, for example, will not ask for it unless there is a party or event in which there are crowds.

The places that do not comply with the verification measures will be subject to sanctions by the authorities, “to the corrective measures established in the National Police and Coexistence Code, which establishes the immediate suspension of the activity.” Also, keep in mind that there could be a warning, a fine and even the closure of the establishment.

The most recent Invamer survey questioned Colombians about their perspective on the coronavirus and mandatory vaccination. Most people agree with making the card a mandatory document to attend different spaces.

Before the question “Do you agree or disagree with the request for the vaccination card against COVID-19 to enter certain public places such as restaurants, concerts, stadiums, among others?”, 69.9% of those surveyed said they agreed and 29.0% disagreed. 1.1% assured that they did not know or did not respond.

Likewise, when faced with the question of: “Do you agree or disagree with companies starting to demand the covid-19 vaccine from their employees?”, 71.8% said they were in favor compared to 27 , 1% that is not. 1.0% do not know or do not respond.
