Shield supplement – will it be in 2023?
Cover allowance – is it due in 2023? Can I apply for cover allowance this year? Let us remind you that the shielding allowance is support for households to cover part of the energy costs. Payments of the cover allowance are still ongoing, as the deadline for their implementation has changed. It is also known that the amount of PLN 500 million has been reserved for the payment of the allowance in 2023.

Shielding supplement – for whom?
The cover allowance is only available to persons who meet the income criteria and meet the definition of a single-person or multi-person household.
Specifically, it is available to the poorest households whose average monthly net income does not exceed:
- 2100 zloty in a one-person household,
- PLN 1,500 per person in a multi-person household.
There are no plans to extend the range of beneficiaries of the allowance – we read in the guide for local governments regarding the payment of the cover allowance 2023.
What is the height of the cover allowance?
- PLN 400 will receive a one-person household with a monthly income not exceeding PLN 2,100,
- PLN 600 will receive a household of 2-3 people, if the budget does not exceed PLN 1,500 per person per month,
- PLN 850 will receive a household of 4-5 people whose monthly income does not exceed PLN 1,500 per person,
- PLN 1,150 will receive a household with 6 and more people whose monthly income does not exceed PLN 1,500 per person.

Cover allowance 2023 – until when payouts?
Let us remind you that local governments were supposed to pay the cover allowance by the end of December 2022, but so many applications were submitted that officials did not manage to check all the documents. Therefore, the government has extended the payment deadlines in the new act until December 31, 2023.
In the Act of December 17, 2021 on the cover allowance, in Article 2 § 8 we read:
“The cover allowance is due to persons for the period from 1 January 2022 to 31 December 2022 and is paid in two equal installments by 31 March 2022 and 31 December 2023.”
The Ministry of Climate and Environment emphasizes that failure to pay cover allowances by December 31, 2022 does not deprive the right to this benefit its beneficiaries. The amount of PLN 500 million has been reserved for the payment of the allowance in 2023, reports portalsamorzadowy.pl. However, this does not mean that the cover allowance will also be in 2023.
How is cover allowance 2023 paid?
The cover allowance is payable for the period from January 1, 2022 to December 31, 2022 and is paid in two equal installments on time by March 31, 2022 and by December 31, 2023. If a person has submitted an application for the payment of the cover allowance later than 2 months before the expiry of these deadlines, the cover allowance is paid once, immediately after the allowance is granted.
Will there be a shield add-on 2023? What is known?
A provision was also introduced to the act on the cover allowance in Article 4 that the head of a commune, mayor or president of a city is obliged to provide the voivode with information about:
- the number of pending proceedings on the payment of the cover allowance, in which, in connection with the lodging of the appeal, there was no final decision of the public administration body or the administrative court, which resulted in the granting of the cover allowance, and
- of the total amount of cover allowances which is the subject of these proceedings,
within until June 15 in 2023–2025.
Voivodes will be obliged to present such aggregate information to the minister competent for energy and to the minister of finance.
This provision suggests that the case of the shielding supplement will not end in 2023. Unfortunately, so far, the legislators have no plans for the 2023 cover supplement. But let’s hope that depending on the market situation, the government will respond to the needs of the poorest as it has so far.
So far, the shielding allowance has been passed only once – in 2022. There is no information that it will be paid every year.
Where does the decision to grant a cover allowance come from?
Confession cover additive does not require a decision. The information is sent to the e-mail address indicated by the applicant, and in the absence of an indication e-mail the applicant is informed about the possibility of collecting information about the granting of the cover allowance at the office.
Whereas refusal to grant the cover allowancerepeal or change of the right to this allowance and a decision on the unduly collected cover allowance require a decision. Such a decision must be delivered to the applicant by the authority. Sending a decision is still the most commonly used method of delivery registered mail by the postal operator.
