Why your request for a solidarity fund may have been rejected


The General Directorate of Public Finances (DGFiP) draws up a report on the solidarity fund and explains the reasons for refusal and waiting for files.

Seven million requests for aid have been accepted and paid under the solidarity fund since the start of the crisis, figures the General Directorate of Public Finances (DGFiP) on Tuesday, February 16, and 1.2 million refused. 200,000 files are still being processed. In total, 14 billion euros were paid to nearly two million companies in 2020, 15 billion between the start of the crisis and February 2021, the majority of TPE and independents.

110,000 requests for December 2020 are being processed and should be settled within ten days

For the month of December 2020 alone, 750,000 requests were made in mid-February, of which 450,000 paid and 190,000 rejected. 110,000 are being processed and should be settled within ten days, according to the Director General of Public Finances, interviewed by Ouest France. The DGFiP also specifies the most common reasons for rejecting or putting cases on hold. :

  • Amount of aid paid in 2020 higher than the turnover declared in 2019
  • Start of the company’s activity after September 30, 2020, which means that it is not eligible
  • Registration on the referral form of a Bank account non-professional or located in some new banks that can no longer receive assistance
  • For companies under the micro-entrepreneur regime: no declaration to the DGFiP of turnover for 2019 in their annual declaration. As a result, the aid was paid in advance in the previous months but can no longer be calculated from December without this annual basis.

As well as those which lead to the processing of the file being put on hold, that is to say that it is not processed by computer but manually, which leads to additional delays:

  • Errors on one of the boxes, in the choice / modification of the activity sector
  • Finding of an inconsistency between the bank details and the SIREN or the name of the company
  • Requests greater than 1,500 euros for which the turnover declared in the form does not correspond to that known to the DGFiP
  • Requests made in respect of companies affected by a ban on welcoming the public when the known activity of the applicant does not fall within the sectors closed in December.

If the file is put on hold, the DGFiP contacts the company to request additional documents and, if necessary, support it in its procedures (re-registration if the nature of the activity has changed, for example). In addition, in his interview with Ouest-France, the Director General of Public Finances recalls that if his request is rejected, the company can still make a new one, if it again meets the award criteria. .
