Why is it so difficult to offer a new medical rate?

Curafutura, one of the two umbrella companies in health insurance, and the Swiss Federation of Physicians (FMH) jointly tabled this June 25 a new version of their proposal to revise the Tardoc medical tariffs. The two partners hope that the new system will be able to come into force in 2022. It is now up to the Federal Council to consider the new proposal and approve (or not) the proposal.

A twist file. Everyone agrees that Tarmed, the current pricing system for outpatient services, is obsolete. Curafutura and the WFH had already presented a first draft revision of the pricing system, Tardoc, in July 2019 which had been rejected by the Federal Office of Public Health. The pretext? Two different versions of the new tariff structure had been submitted to the Federal Council with a different interpretation of cost neutrality and the project did not have the support of the majority of insurers and doctors.

The new project submitted by Curafutura and the WFH now responds to criticisms of the first project: cost neutrality is guaranteed and, with Swica’s membership, insurers are now in the majority. The mechanism of cost neutrality is complex, which explains why it is so difficult to develop a new medical tariff. For its part, Santésuisse, the other umbrella of insurers, has just presented a fixed price model.
