What is the Universal Basic Benefit – El Eco

The national government launched the Universal Basic Benefit a few weeks ago, a low-cost rate for Internet, cable television and mobile telephony services, as of the implementation of Resolution 1467/2020, on January 1.

The benefit is a maximum rate for the provision of services considered essential by the Government in the areas of telephony, cellular telephony, home and mobile internet and subscription television.

To access these regulated prices, it is necessary to be part of the target population of the plan:

* Retirees and pensioners with remuneration less than or equal to two minimum wages.

* Workers in a dependency relationship with remuneration less than or equal to two minimum wages

* Beneficiaries of the Universal Child Allowance and the Universal Allowance for Pregnancy.

* Beneficiaries of non-contributory pensions with remuneration less than or equal to two minimum wages

* Social Monotax

* Single tax workers registered and registered in a category whose monthly annual income does not exceed two minimum wages and unemployment insurance.

* The beneficiaries of the Scheme employees of private homes.

* Users who receive a grant from the Progresar Program.

* People who are unemployed or in the informal economy, and from social programs, in all cases including their children between 16 and 18 years old.

* Registered neighborhood and town clubs, registered Volunteer Firefighters associations, non-profit Public Good entities and municipally recognized non-profit community organizations.

People who want to access the subsidized rates for one or more of these services will have to process the connection to each one with the provider itself.

To request it, they must have their personal data at hand, complete an affidavit that can be downloaded from the Enacom website and send it to the provider.

With the presentation of the affidavit it is enough. Once any of the four services has been requested, it is the responsibility of the company to verify that the applicant is not prevented from accessing the basic rate.

Prices and services

Calls from cell phone: Users who require the plan will have for $ 200 the package of 500 minutes of calls within the same operator network, another 50 minutes for conversations with mobiles from other companies, 500 text messages, free access to 0800 lines and educational pages, more instant messaging platform (WhatsApp or similar) only for text.

Data package: 1 Gigabytes of data can be added to the cell phone service for $ 200 per month, or you can opt for the universal basic service plus a daily charge of $ 18 pesos to have 50 megabytes to consume during the day.

Fixed telephony: the cost is $ 380 per month and includes 300 minutes of local and long distance calls, unlimited incoming calls, free calls to 0800 numbers and other emergencies.

Fixed internet: companies with more than 50,000 accounts must offer connections of up to 10 megabits per second at $ 700 per month in the AMBA area; while in the rest of the country they must offer up to 5 megabits for the same value. Providers with between 2,000 and 50,000 total accesses must offer connections of 5 megabits per second at a value of $ 700 per month. Users may choose to access another lower speed plan offered by the company, with a 30% discount on the price. While SMEs and cooperatives that have less than 2,000 customers (total accesses) must offer plans of 2 megabits per second at a value of $ 600 per month.

cable TV: they must offer discounted plans over the lowest value plan they had on offer as of July 31, which will be 20% in companies that have between 30,000 and 100,000 subscribers; 25% for those with between 100,000 and 500,000 accounts and 30% in the case of companies with more than 500,000 clients.

The procedure

ENACOM makes available to all users a “standard sworn statement” that can be completed by the beneficiary and sent to its provider, who must accept it as a means of accreditation. The management of the contracting of the Universal Basic Benefit (PBU) must be carried out with the provider company.

In the event that the company does not guarantee the provision of the PBU, the applicants must initiate the claim with the provider. If the non-compliance persists, the beneficiaries may send the informative online form, which is not an official procedure or claim, but rather an informative declaration before ENACOM to follow up on the request.
