To block someone on Instagram, go to their profile -> click the three dots in the top right corner and click Block. You can also restrict them if you don’t really want to block them. 
If you change your mind and want to unblock them, go to your Instagram settings -> Privacy -> Scroll down and click Blocked accounts.
Click Unblock for the account you want to unblock.
