What can or cannot be done when using the car during the alarm state: the DGT responds

Questions about driving in the car

In what cases can I circulate?

In general, it is forbidden to drive on public roads during the period of the state of alarm. You can only circulate if it is to carry out any of the following activities:

1.- Acquisition of food, pharmaceutical and basic necessities.

2.- Assistance to health centers, services and establishments.

3.- Displacement to the workplace to carry out their work, professional or business service.

4.- Return to the place of habitual residence.

5.- Assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people.

6.- Travel to financial and insurance entities.

7.- Due to force majeure or situation of need.

Any other activity of a similar nature to be done individually, unless accompanied by people with disabilities or for another justified reason.

How many passengers can go in a car?

In private private and complementary private transport of people in vehicles with up to nine seats, including the driver, two people can move for each row of seats, provided that they wear masks and respect the maximum possible distance between the occupants. Instead, if people reside in the same address, you can occupy all the seats of the car. In this case, the use of masks will not be necessary.

In vehicles in which, due to their technical characteristics, only one row of seats is available, as in the case of cabins of heavy vehicles, vans, or others, A maximum of two people may travel, as long as their occupants use masks that cover the respiratory tract and keep the maximum possible distance.

What cars are exempt from the traffic limitation during the alarm state?

There are vehicles that by their nature need to continue providing service during this exceptional period that we are living. These vehicles may circulate without the limitation to which the rest are subjected. The following types of vehicles are allowed to circulate freely:

  • a) Public or private health transport and healthcare services, Security Forces and Bodies, civil protection and rescue, and fire fighting.
  • b) Those who transport maintenance personnel or repair technicians of sanitary facilities or equipment
  • c) The distribution of medicines and medical supplies.
  • d) Those destined for the distribution of food.
  • e) Those of the Armed Forces.
  • f) Roadside assistance.
  • g) Those of the road conservation and maintenance services.
  • h) The collection of solid urban waste.
  • i) Those destined for the transport of flux materials.
  • j) Those destined to the transport of fuels.
  • k) Those destined for the production, commercialization, transformation and distribution of agricultural, livestock and fishing products, and their inputs; to the production, distribution, rental and repair of equipment and machinery for agriculture, fishing, livestock, and its associated industry, and to the transport and treatment of agricultural, livestock and fishing waste and by-products, and the food industry.
  • l) Those destined for the transport of perishable goods, understood as those included in Annex 3 of the International Agreement on the transport of perishable goods (ATP) as well as fresh fruits and vegetables, in vehicles that meet the definitions and standards expressed in the Schedule 1 of the ATP. In any case, perishable goods must represent at least half of the vehicle’s payload capacity or occupy half of the car’s payload volume.
  • m) Those intended for the manufacture and distribution of cleaning and hygiene products.
  • n) Those of the Sociedad Estatal Correos y Telégrafos, SA
  • o) The funerals.
  • p) Those used by private security companies for the provision of security transport services, response to alarms, patrol or discontinuous surveillance, and those that it is necessary to use for the performance of security services in guarantee of essential services and supplying the population.
  • q) Other vehicles that, not being included among the above, the agents in charge of traffic control and discipline consider, in each specific case, that they contribute to guaranteeing the supply of goods or the provision of essential services for the population.

In the case of the transport of goods, are the restrictions on movement still in force?

No, due to the exceptional state we are experiencing, restrictions on movement for the transport of goods are temporarily suspended and while the state of alarm lasts. Specifically, the restrictions on:

  1. Transport of goods in general, whose maximum authorized mass exceeds 7,500 kg.
  2. The transport of dangerous goods.
  3. Special vehicles that, due to their technical characteristics or because of the indivisible load transported, exceed the values ​​of the maximum permissible masses or dimensions.

Questions about driving licenses

Can I drive with my license expired?

Permits whose validity period expires during the alarm state will be automatically extended for the duration of the alarm and up to sixty days after its termination.

I was getting a driving license and the term expires on these dates, what can I do?

Do not worry. If you were getting a permit, the validity period you had to present yourself will be increased by the duration of the alarm state so you do not lose the call. The following periods are extended for the duration of the alarm state:

  • 1.- The two-year period of validity of the tests passed to obtain driving licenses and permits.
  • 2.- The six-month period of validity of the tests passed to obtain authorizations for driving vehicles that transport dangerous goods.
  • 3.- The period of six months between calls for the same file.

I am a foreign driver, how does this situation affect me?

You can continue driving in the same conditions as before the alarm situation was declared. In addition, the duration of the alarm situation it does not count towards the six-month period in which you can drive in Spain with your foreign license. In such a way that the computation of the six-month period is paralyzed, resuming as soon as the state of alarm ends.

What happens if my ITV expires during the alarm state?

If the ITV of your car has expired during the alarm state period, it will be considered extended for up to 30 calendar days once the last alarm state ends.

Can I have my car repaired at the workshop?

Yes, it is allowed to open motor vehicle repair and maintenance workshops as well as complementary activities for vehicles authorized to circulate. However, we recommend that you contact the chosen workshop first to ensure its opening.

Can I rent a car from a rental company?

Yes, the establishments dedicated to the rental of vehicles without a driver remain open, although remember that it is only allowed to travel on public roads with certain restrictions.

I am autonomous and I have had to stop my activity as a result of the state of alarm. Can I temporarily cancel my car? In your case, how would it be done?

YES. You can temporarily cancel your car while the alarm status is in effect. We offer you the possibility of temporarily unsubscribing by electronically registering your request through the DGT electronic office.
