What can and cannot be done from Saturday in Galicia: all the new restrictions

Can I go to the mall? Play sports with a friend? Go for a walk between 11pm and 6am? There are many questions that Galicians ask themselves these days. After the announcement of the new mobility restrictions, 60% of the population must comply with a series of new premises in order to minimize the spread of the virus.

The president of the Xunta, Alberto Núñez Feijóo, explained yesterday the main issues of these measures, which were published by the Official Gazette of Galicia at the stroke of midnight. Sixty councils must comply with these rules. We detail all the assumptions and points that appear in the Xunta circular.

When does it come into force?

Although Feijóo assured that the implementation of these measures was scheduled for tomorrow, Friday, November 6, at 3:00 p.m., it will finally be delayed a few hours. It will be in the midnight from Friday to Saturday when they come into force.

When will they end?

The DOG states that the date until which these restrictions will be maintained will be the December 4th. At 3:00 p.m. on that day, the measures will be lifted, unless the situation advises against it.

What territories will have their movements restricted?

As announced yesterday, seven large Galician cities and their areas of influence will be affected by this limitation. In these areas a perimeter closure will be established and they will count as a single territory, their inhabitants being able to move between their municipalities without just cause. In addition, a series of councils where the incidence is very high. The complete list is as follows:

  • Vigo and its area: Vigo, Mos, Nigrán, Redondela, O Porriño and Gondomar.
  • Pontevedra and its area: Pontevedra, Marín, Vilaboa, Soutomaior, Ponte Caldelas, Barro, Cerdedo-Cotobade, Campo Lameiro and Poio.
  • A Coruña and its area: A Coruña, Culleredo, Arteixo, Oleiros and Cambre.
  • Ferrol and its area: Ferrol, Ares, Neda, Narón, Fene and Mugardos.
  • Ourense and its area: Ourense, Amoeiro, Barbadás, Coles, O Pereiro de Aguiar, San Cibrao das Viñas and Toén.
  • Santiago de Compostela and its area: Santiago, Ames, Boqueixón, Oroso, O Pino, Teo, Trazo, Val do Dubra and Vedra.
  • Vilagarcía de Arousa, Vilanova de Arousa and Cambados forming a whole.
  • Lalín, Silleda and A Estrada forming a whole.

Have the restrictions been lifted in any council?

As the DOG highlights, municipalities of O Irixo and Boborás, who had joint mobility restrictions with O Carballiño, and Oimbra and Vilardevós, in the same situation with Verín, they stop appearing on the list. In this way, its perimeter closure is canceled and the prohibition to be with non-cohabitants is lifted. The same occurs in other municipalities in the province of Ourense: O Barco de Valdeorras, Beariz, Maside, Piñor, Punxín, San Amaro and San Cristovo de Cea.

What are the exceptions to being able to move?

Galicians who are in councils with mobility restrictions may leave them with justification to carry out any of the following actions:

  • Attend Health centers.
  • Meet the Laboral obligations.
  • Attend university, teaching and educational centers. Includes early childhood education schools.
  • Return to the place of habitual residence.
  • Assistance, care and accompaniment of elderly, minors, dependent or vulnerable people.
  • Go to financial and insurance entities, in addition to service stations of bordering municipalities.
  • Urgent actions before public, judicial or notarial bodies.
  • Renewal of permits and official documentation, in addition to unavoidable administrative procedures.
  • Realization of exams or official testss cannot be postponed.
  • By cause of force majeure or situation of need.
  • Any another duly accredited activity.

What restrictions are maintained within the councils with perimeter closure?

What new restrictions are added?

From Saturday they must remain closed to the public all the hotel and catering establishments of the affected municipalities. They will only be able to serve customers through a home delivery or collection service system. What is the new maximum capacity allowed?

Núñez Feijóo pointed out yesterday that the capacity of restaurants and places of worship will be limited throughout Galicia to 50%. In shopping centers it will be limited to a third and in shops to 50%. In areas not affected by the perimeter closures, the terraces of the hotel and catering establishments may operate at 75%. As for public transport, the capacity is limited to 50% in seats and 25% standing.

In the affected areas, in addition to restricting non-essential activities, cinemas, theaters and auditoriums will reduce their capacity to a maximum of 30 people indoors and 75 outdoors.

Can people come from outside Galicia?

The DOG also collects that people who access Galicia from other territories must comply with these measures in the same way as residents of the community. Therefore, they will not be able to access, except for just cause, to the territories where a perimeter closure has been established.

What can be done in the unaffected councils?

The Xunta has decided increase the meeting limit from five to six people who do not live together in Galician municipalities that are not affected by the perimeter closures. In them, The curfew is maintained, but the hotel business may open with a 50% capacity indoors and 75% on the terrace. Mobility is not limited either, except to travel to councils affected by the closures, which is not allowed.

What establishments will continue to be open in the affected areas?

The DOG collects that nonessential activities are restricted, but it also includes a series of places that will continue to be open. These are cinemas, theaters and auditoriums. Besides, also sports stadiums, sports halls, sports venues, gyms, competition pools, museums, libraries, conference halls and multipurpose halls will continue to operates. In all of them the fixed capacity restrictions will be applied.

What about sport?

In areas with perimeter closure, collective sport will no longer be allowed except for federated individuals or associations. Inside sports centers, the activity must be individual, while outside it may be collective in the event that it is a federated activity. Group activities can only be carried out if they are made up of people living together.
