For some days, the political scene dominated by controversy over General States of Economy. But what are they?
The idea of a meeting open to several actors, institutional and non-institutional, to restart Italy after the coronavirus emergency and plan the recovery had been announced by the Prime Minister Giuseppe Conte during the press conference on June 3.
After a few days of elaboration, the general plan seems to be established.
The States General will be held from Saturday 13 June to Sunday 21 June at Villa Pamphilj, in Rome. At the moment, the presence of journalists is not foreseen, nor a direct report of the event: everything should take place behind closed doors.
The premier could get there with a written summary document of the various proposals, starting with the group ‘s dossier Vittorio Colao, reviewed in the past few weeks. Three – as announced – the cornerstones of this summary: the simplification dossier, the revitalization of the infrastructures and the extension of theHigh speedincentives for investments.
According to what emerged, the first day, Saturday, will be dedicated to international interventions: the President of the World Bank should connect by videoconference, Kristalina Georgieva, the President of the European Commission, Ursula von der Leyen, the President of the European Parliament David Sassoli and – even if there is still a margin of uncertainty – the president of the ECB, Christine Lagarde. The Governor of the Bank of Italy should speak immediately afterwards, Ignazio Visco.
Colao, who presided over the task force he presented to the government, is expected to speak on Monday dozens of proposals for the revival of the economy. The social partners should also speak (although, on Wednesday, the CGIL leader Maurizio Landini claimed that he had not yet received any invitations).
Tuesday would be for Confindustria and other business associations.
Saturday afternoon should instead be devoted to a debate moderated by the Harvard professor Raffaella Sadun: two French economists should participate, Olivier Jean Blanchard and Esther Duflo, who won the Nobel Prize for Economics last year.
Prime Minister Conte should summarize what has been done in one Press conference at the end of the works.
Participants should include CEOs or presidents of major Italian industrial or financial realities – as well as larger investee companies, such as Eni, Is in the, Leonardo is Fincantieri – and some of the best known Italian entrepreneurs, economists and architects (from Oscar Farinetti to Renzo Piano is Massimiliano Fuksas).
The former governor of the Bank of Italy and president of the European Central Bank will not be present Mario Draghi, for the roles he has held and for the choice of institutional confidentiality he has made since he left the ECB.
Nor will there be representatives of the center-right parties. At the end of a summit held on Wednesday, Matteo Salvini (League), Giorgia Meloni (Brothers of Italy) e Antonio Tajani (vice-president of Forza Italia) have decided not to participate in the meetingdespite the wish expressed in the opposite direction by the leader of Forza Italia Silvio Berlusconi, Tuesday evening. According to what was stated, the motivation for this choice linked to the fact that that of the General States would not be an institutional seat: If they convene us at Palazzo Chigi, we go, said Antonio Tajani. The prime minister replied that villa Pamphilj is the institutional seat of the Prime Minister’s office: to invite (the opposition parties) to design the Italy we want, Italy to relaunch a gesture of attention towards them. A more institutional place is impossible, we also invite heads of state and government.
The idea of the States General also clashes, at the moment, with considerable uncertainty about the financial resources that it will be possible to put in place to support the rebirth. Sui 37 billion Mes (here the explanation of what it is) there is the resistance of 5 star movement; on the other instruments put in place by the EU for the next few years, and subject to structural reforms, there are still missing points, since the June EU Council, which is expected to launch them definitively, may not be decisive.
Faced with the EU request for rigorous plans as a condition for the disbursement of funds, the Democratic Party – while giving its support to the operation of the General States, and stressing that there are no contradictions with Conte – asked that the government make a qualitative leap: We are in a crucial moment, said the secretary of the Democratic Party Nicola Zingaretti, the fate of the legislature is at stake.
