WEATHER until April 4. When the days are warm and rainy and snowy. Weather forecast for the next four weeks

Unruly drivers in traffic will be able to be more easily detected by smart video cameras and sanctioned on the basis of video evidence. A project aimed at the video traffic monitoring system and the automatic detection of road deviations could be voted in maximum two months, if there is political consensus, in the plenary of the Chamber of Deputies, USR deputy Cristian Ichim, vice-president of the Transport Commission from The Chamber of Deputies.

“At the moment, a project is in the Chamber of Deputies that will probably reach the plenary session of the Chamber of Deputies by the end of this month, by vote. This project includes the legal basis of these video monitoring systems, as well as the automatic detection of road deviations.

Smart video cameras on the road. They will monitor all traffic

Within a maximum of two months, if there is a political consensus (…). Apart from the fact that Romania has made this commitment through PNRR, we must have legislation.

So the systems, some of the systems exist. The legal framework will come to the vote in the plenary of the Chamber of Deputies and will catch the system of monitoring cameras, smart cameras that monitor all traffic – overtaking on continuous lane, crossing the level of the railway, crossing the red color of the traffic light, not wearing a seat belt, sensors , including road level sensors that can identify oversize.

So all these things are included in this bill “, Ichim specified, in a debate organized by DC News with the topic” Chaos in traffic, thousands of dead on the roads! Road safety, the major problem in Romania “.

The Ministry of Transport has added several amendments to the bill

The deputy stated that he received a positive opinion from the Ministry of Transport and introduced some amendments to the initial proposed project, in which all the clarifications included from the Legislative Council were taken.

“At the moment, I believe that in a maximum of two months, depending on the political decision-maker, parliamentarians and parliamentary groups, we can have legislation and implement by the end of the year all this monitoring system or all the systems in a unitary framework.” mentioned Ichim.

In their speeches, the participants in the debate identified as factors causing serious accidents the lack of adequate road infrastructure and high-performance monitoring equipment, the lack of road education for both pedestrians and drivers.

Solving traffic problems starts with awareness of the political factor

“Let’s start with the awareness of the political factor, the decision-maker in general and the Executive in particular, that action must be taken, we have big problems with road education.

In the family, first of all, children learn wrongly how to cross the street, parents no longer know how to teach children how to behave on the street, nothing is done at school, the Ministry of Education has opposed many years of road education (…), No one in high school teaches children how to behave on the street.

In driving school nothing is done about the condition or technical elements of the modern car, nothing is done about defensive driving, there are things we have to learn in driving school (…), and after we finish driving school no one nothing teaches us anymore, nothing happens anymore. (…)

1,800 dead and 30,000 injured on Romanian roads every year

Until we understand that road deaths are a national problem, we have 1,800 deaths a year, we have about 8,000 seriously injured and 30,000 slightly injured each year, “said Titi Aur, a leading expert. defensive.

The manager of the “Grigore Alexandrescu” Children’s Hospital, Alexandru Ulici, signaled the alarming increase in accidents resulting from a “gross lack of education”.

“What we are seeing is an alarming increase in cases that come from a gross lack of education, especially the lack of seat belts in the back seats, where children sit in the middle, between the back seats.

Basically, after a sudden braking – not even an impact is needed – they are projected in the windshield. It also greatly increases the number of scooter accidents throughout the urban environment.

Drive on electric scooters without following the rules

Unfortunately, people who ride a scooter without following any rules have also started to appear on the roads between the localities. Neither protection nor traffic, and they are extremely violent, the accidents are very serious “, said Ulici.

In his opinion, for the significant reduction of road accidents with serious consequences, the implementation of the legislation in the field is necessary.

“I think we need a package of measures that should be taken and first of all an implementation of the existing legislation. I would be very careful to implement the legislation.

Most accidents occur when changing direction (…), and the person doing so should be left without a license. After that, the ban on scooters that are not used properly, according to the law “, Ulici specified.

The president of the Association of Victims of Traffic Accidents, Cătălin Radu Codescu, referred to the criminal component, in the case of road accidents.

“Road safety strategies speak of a principle called the chain of responsibility, which is also related to education, which covers absolutely all entities involved in road safety, including road users.

It was discussed about crossing the barriers, about the fact that in the localities there is no light at night and implicitly there is a major road risk, the road arteries do not have the capacity to monitor traffic, but so far not much has been answered, and here I would refer to the criminal component .

The legislation protects the perpetrators of accidents

More than 90% of road accidents are forensically assessed for less than 90 days of medical care for the victim, which means that they are not subject to a criminal case.

In such situations, the perpetrator of the accident is not criminally liable, and from the point of view of the obligation of compensation, it is taken over by the insurer and then there is no pressure on the driver to correct his conduct in traffic, because he is not liable. .

The same goes for the authorities who, in most cases, are not caught as causal in the accident and therefore the authorities are not responsible. Because, if a mayor or a road director were held liable for a serious accident in the area under their administration, I guarantee that non-compliance in the infrastructure area will be rectified immediately (… ).

If he doesn’t respond, he doesn’t have any pressure and he doesn’t correct it “, Codescu concluded.

Ministry of Transport, measures to reduce serious accidents

The spokesman of the Ministry of Transport, Alin Şerbănescu, spoke about the ministry’s strategy, in the context of the commitments from PNRR regarding halving the number of serious accidents by 2030, specifying that this objective is achievable in the conditions in which the company acts integrated.

“We can apply passive measures to avoid or minimize the effects of road accidents and here we are talking about the median railing that we mount on all roads that can be mounted, we mount roller railing, which mitigates the impact when an accident occurs and the parapet is hooked.

Moreover, we mount a cable railing which also has the ability to attenuate, more than a metal railing, the shock when it collides with the railing (…).

We have those impact attenuators that we have put on the highways, which reduce by 80% the risk of road accident with victim or death. We will continue this type of installation of the attenuators at the ends of the bridge, where we know collide and cause accidents with the victim.

We restore or change the configuration of roads that now have a one-way lane with consolidated curbs, such as the famous road of death, considered so because of the indiscipline of those who use it (…).

We had a 10 km pilot project, the measure was taken to reconfigure the road on DN2, in the Afumaţi-Ţinteşti area. Before, we had around 46 victims, and from 2018 until now we have only had four victims. The risk has been greatly reduced and we will continue the change to Bacău, for 290 km “, said Şerbănescu.

Romanian police: the main cause of accidents is indiscipline in traffic

Alexandru Popa, commissioner at the Romanian Police Road Directorate, stated that the main cause of serious accidents is the indiscipline of pedestrians, noting that a European project entitled “Road safety education, modeling the human factor by holding road users accountable for increasing road safety ”.

The project involves the implementation of national road education campaigns, as well as the purchase of an educational caravan and 45 mobile road education laboratories for territorial structures, and each territorial road structure will be equipped with such a mobile laboratory and at rallies and meetings to such campaigns are carried out, respectively the awareness of pedestrians regarding the risks to which they are exposed when they do not respect the traffic rules.
