The Director General of ANPC submits that the toys must be checked for marking, in a “visible, legible and durable” manner, the contact details of the manufacturer and / or importer, the unique toy identification number and the “CE” conformity marking leading to the assumption that the toy is safe. If the toys are small, the above items are indicated on the packaging or in a document accompanying the toy.

“Check the operating instructions and specific warnings, along with instructions on precautions for certain categories of toys. They must be translated into Romanian. I advise parents not to buy toys with small, removable parts for children under 3 years old, as they tend to put toys in their mouths and may drown with small parts. They should also follow the warnings regarding toys not recommended for children under 36 months, which are in the form of a phrase such as: “Attention. Not recommended for children under 36 months. Danger of strangulation. ” The phrase “Attention. Not recommended for children under 3 years old ”can be replaced with the graphic prohibition symbol / icon targeting children between 0 and 3 years old. The phrase and the symbol must not be put together “, the ANPC official claims.

He stated that, as a result of the control actions, the ANPC commissioners identified dangerous slime toys for sale, notified through the RAPEX system, for which reason the measure of definitive withdrawal from their marketing was ordered.

“Some economic operators sell counterfeit slime products, products about which nothing is known, which you can find in a box, without a label. Borax, a chemical powder that is also used in the manufacture of detergent or soap, has been identified in some products. In the United States and the United Kingdom, the press reported numerous cases of children arriving at the hospital with burns on their hands due to this chemical. In addition, once inhaled, borax can cause severe irritation to the digestive tract, ”warns Anghel in his post.

He also says that toys that mimic various foods have been found on the market. “These toys, which imitate food, fruit and vegetable, sweets, although not food, have shape, smell, color, presentation, packaging are attractive to children, can be confused with food and, consequently, by mouth or by swallowing them, they can harm the health and even the life of the children “, notes the general director of ANPC.

The main irregularities found during the control actions carried out by the ANPC commissioners in the past years concerned the non-observance of the general safety requirements (lack of general warnings, age, specific warnings and indications regarding the precautions in use for certain categories of toys, as well as instructions use or lack of translation into Romanian); violations of the name, registered trade name or mark of the manufacturer and / or importer, as well as the address at which they may be contacted; deviations from the unique identification number of the toy (type, batch or serial number or model or other identifying element); lack of the CE conformity marking (it must comply with the general principles set out in European Regulation No 765/2008 / EC, be visibly, legibly and indelibly affixed) or improper marking (illegible); the lack of a declaration of conformity, which stipulates that the fulfillment of the requirements provided by law has been demonstrated or its incorrect completion;

Dangerous products were also identified: ball pistols that posed a risk of injury to users, “YO-YO” type toys with liquid content and elastic cord that lengthens with the risk of strangulation and suffocation, but also chemical risk (from the liquid contained), plush toys in which the age group was not specified presenting a danger of suffocation, by swallowing, reason for which the measure of definitive withdrawal from their commercialization was ordered.
