Vladimir Putin’s Call for Migrants Amid Xenophobic Society: ISW Analysis

The ruler of Russia, Vladimir Putin, after inciting hatred and public punishments that his regime inflicted on the citizens of Tajikistan “involved” in the events in Crocus, tells the xenophobic society about the need for migrants.

The American Institute for the Study of War writes about such inconsistency of the dictator (ISW). They recalled how on April 4, at the 12th congress of the Federation of Independent Trade Unions of Russia (the event was in Moscow), Putin said that the future labor shortage is a completely obvious phenomenon, and that it is “critically important” for the country to increase labor productivity.

At the same time, the dictator said that Russia does not have much choice – it must encourage labor to come from abroad.

“Putin appears to be telling Russia’s xenophobic ultranationalist community that Russia must continue to rely on migration to solve its labor shortage, which is likely a signal for Russian ultranationalists to stop calling for anti-immigrant policies, especially after the Crocus City Hall terrorist attack on March 22.” , says ISW.

The Institute has previously stressed that anti-immigrant policies, first fueled by Russia’s Crocus events, are likely to worsen labor shortages, which will negatively impact the economy. Even then it was obvious: despite the public torture of those “involved” in the events in the Moscow region, the Russian authorities were unlikely to completely yield to the ultranationalist xenophobic demands of society to sharply reduce immigration to Russia.

The day before, ISW also assessed that Putin still achieved his goal with the terrorist attack at Crocus. Many experts and analytical agencies said that the cause of the tragedy may be the Kremlin’s desire to mobilize more people for the war in Ukraine. They imposed the idea that the Russians should take revenge on Kyiv for the deaths of people, although so far there is not a single piece of evidence that Ukraine has anything to do with the terrorist attack.

American analysts say that the corresponding “Putin” campaign has had its effect – it has led to an unprecedented turnout at military registration and enlistment offices. The Russian Ministry of Defense said that over the past 10 days, about 16 thousand Russians wanted to sign a contract and join the army. If true, it is a testament to Putin’s success.
