Villejuif: tenants participate in choosing their new landlord

The still discreet negotiations launched by the former municipality with the deposit and consignment fund (CDC) in the spring of 2019 had led to an outcry on the part of communist activists and the National Housing Confederation. A demonstration of about fifty people under the windows of the public housing office (OPH) of Villejuif then denounced the risk of “privatization and estrangement from governance” of the merger of the OPH with the CDC habitat, finally registered by the former mayor Franck Le Bohellec (DVD) in the municipal council in June 2019.

A decision overhauled by the new left majority, after having weighed in the debate of the campaign for municipal elections in this city where one in three housing falls under the social stock. And, promise kept, this Monday evening in city council, PCF mayor Pierre Garzon announced the launch of the consultation with the tenants of the OPH of Villejuif.

The merger must be recorded on January 1, 2021

The timing remains tight all the same, since the city has, within the framework of the Elan law (on the evolution of housing, development and digital), the obligation to merge social landlords by the 1st January 2021 to reach the threshold of 12,000 homes.

Thus, three lessors are offered to tenants of the OPH of Villejuif, which manages 3,183 units in 18 residences before a decision is rendered at the municipal council on December 14.

“The needs of our office and its tenants require being quickly ‘in working order’, he said at the press conference preceding the council. Between the Lebon-Lamartine urban renewal project and the heavy rehabilitation needs of almost all of the heritage due to its age and poor energy performance, both for the planet and for receipts, these are around 200 million. euros that will have to be invested in the next 10 years. And this in close consultation with tenants and their representatives ”.

Three weeks of consultation by questionnaire

For this, the city wants an office “available, clear about its future, its resources, its governance” and offers the 3,200 tenants to participate in the choice within the framework of a citizen mediation between the departmental lessor Valophis, Opaly, lessor. history of Gentilly and Arcueil which has already merged with Cachan and Le Kremlin-Bicêtre or the cooperative landlord IDF Habitat mainly located in Champigny, Valenton and Ivry-sur-Seine.

The consultation will take place in two phases, to allow an expression that is both representative and massive of the inhabitants. But also allow the expectations, requirements and expressions of tenants to be taken into account by the candidates until the end.

A qualitative survey has already been carried out among forty residents, while a questionnaire will be distributed to Villejuifois to collect their expectations for three weeks. Before a new exchange time is organized at the beginning of next month with the three candidate donors who will have to adjust their proposals.
