Funding for districts with special challenges
The “Social Cohesion” program promotes parts of the city and districts that are disadvantaged due to poor urban planning, the population composition and the economic situation of the people who live and work in them. For example, places of community and exchange are promoted. This is intended to contribute to increasing the quality of living and living, improving integration and strengthening cohesion in the neighborhood. Both inner-city and inner-city urban areas as well as large housing estates come into consideration. 33 Hessian locations in 21 cities and municipalities receive a total of 24.974 million euros, with the federal government and the state of Hesse each assuming 50 percent of the costs. As a new measure, the Hochgericht Citizens’ Park in Hanau-Weststadt will be added in 2021.
“The aim is to create new structures in the neighborhoods that can continue to exist beyond the funding period. That is only possible with the involvement of the local actors, especially the residents, who are bringing the transformation to life, ”said Economics and Housing Minister Tarek Al-Wazir.
“We want cities and municipalities across Germany to develop in a future-oriented and sustainable manner. That is why the federal government is funding urban development with 900 million euros this year. We are thus investing in our homeland, ”added Horst Seehofer, Federal Minister of the Interior, for Building and Home Affairs.
Social Cohesion Program
The program fulfills the function of an urban development investment program, which is intended to initiate further public and private investments. In terms of sustainable urban renewal, there is a close link between social, cultural, economic and ecological fields of action. The stabilization of the city districts is to be achieved through targeted external support, but especially through cooperation with local actors.
In addition, it is the lead program for the integration of other important policy areas, such as housing construction, local employment, youth and social policy – with the involvement of the respective actors in the district and in the community.

additional Information
The 900 million euros of the federal government relate to all three urban development programs social cohesion, growth and sustainable development as well as living centers for all federal states.
The federal-state urban development funding program Social City, which has existed since 1999, was transferred to the new Social Cohesion program in 2020. Since 1999, 72 locations in Hesse have been funded so far. Around 308 million euros in federal and state funds were made available up to and including the 2020 program year.
