Experts assessed Ukraine as a country with a high crime rate and a low ability of the authorities to resist it.

In the ranking of the Global Organized Crime Index, Ukraine took 34th position. This is stated in the report Global Initiative against Transnational Organized Crime за 2021 год.

The authors of the rating assessed countries according to three criteria:

  • The scale and impact of criminal markets;

  • The structure and influence of four types of crime (mafia, criminal networks, criminal structures embedded in government agencies, and foreign criminal structures);

  • Resilience of countries to organized crime.

For each criterion, the country could receive an assessment on a scale from 1 to 10, where 1 is the best scenario (low crime rate, high readiness of the authorities to resist criminal circles).

Ukraine scored 6.18 points and was in 34th place between Serbia (6.21) and Nepal (6.16). The authors of the report attributed Ukraine to a group of countries with a high level of organized crime and weak resistance to the authorities. At the same time, the ability of the state to “openly, transparently and effectively” fight against crime was rated low.

The first place in the ranking was taken by the Democratic Republic of the Congo (7.75). Colombia (7.66) and Myanmar (7.59) are in second and third place. Also in the top 10 criminal countries were Mexico, Nigeria, Iran, Afghanistan, Iraq, CAR and Honduras.

Russia took 32nd place in the rating with 6.24 points. Belarus, which took 83rd position (5.08), was included in the group of countries with low crime rates and low ability of the authorities to resist it.

At the same time, the best situation is in the Pacific state of Tuvalu, which took the last 193 position in the rating (1.54).
