Ukraine Mobilization Bill Stuck in Parliament Amid Russian Invasion: Soldiers Over 40 Continue Fighting

Ukraine has been fighting against a full-scale Russian invasion for more than two years, but so far young people between the ages of 18 and 27 have not been subjected to mobilization. Thus, it is estimated that most of the soldiers of the Ukrainian army fighting against the Russian invaders are over 40 years old.

In February, the Ukrainian parliament approved another mobilization bill in the first reading, which provides for a series of changes in the mobilization procedure. For example, the mandatory military service period is planned to be reduced from unlimited to 36 months.

The bill remains stuck in parliament with more than 4,000 amendments before second reading.

Currently, both men and women from the age of 18 can voluntarily apply for the service. During peacetime, Ukrainian men between the ages of 18 and 27 are called up for military service (this age is considered conscription). On the other hand, during the war, it is possible to subject men up to the age of 60 to mobilization.

CONTEXT:

At the beginning of February, the Ukrainian parliament supported the mobilization bill, the aim of which is to call more soldiers into the army. The draft law has been evaluated controversially and has received criticism from the public and politicians.

The military has been asking the government for months to call up more soldiers, up to half a million, and to release the exhausted parts of the army. As the President of Ukraine Volodymyr Zelensky previously admitted, the number of soldiers in the Ukrainian army is currently around 880 thousand.

The draft law, presented by the government in December, aims to increase the penalties for those who avoid conscription and lower the age of conscription from 27 to 25. It also envisages reducing the mandatory period of military service from unlimited to 36 months.
