Turkish President Erdogan meets with Russian President Putin to discuss the revival of the Black Sea Grain Deal

Jakarta, CNBC Indonesia – Talks regarding the revival of the Black Sea Grain Deal continue. This time, Turkish President Recep Tayyip Erdogan spoke directly on this matter with Russian President Vladimir Putin.

Erdoğan said that Russia’s expectations were known to all and that these deficiencies had to be eliminated. He added that Türkiye and the United Nations had drawn up a new package of suggestions to allay Russia’s concerns.

“As Turkey, we are confident that we will reach a solution that meets expectations in a short time,” Erdogan said at the Black Sea resort of Sochi after his first face-to-face meeting with Putin since 2022.

Erdogan said Ukraine should also soften its negotiating position towards Russia in talks about reviving the agreement and exporting more wheat to Africa than Europe.

“Ukraine needs to soften its approach so that joint steps with Russia can be made,” he said.

On the other hand, Putin also said Russia could return to the agreement, especially if the West fulfills its commitments in the agreement.

“I know you intend to raise the issue of the grain deal. We are open to negotiations on this issue,” Putin said in televised comments alongside Erdogan.

In addition, Putin had given the initiative to Turkey to independently supply up to 1 million tons of Russian grain. Russian commodities will be processed by Turkish factories and sent to countries that need them most.

The Black Sea Grain Agreement aims to get wheat from Ukraine to world markets via the Black Sea. This was initially done to defuse the global food crisis which according to the UN has been exacerbated by Russia’s massive attack on Ukraine in February last year.

Russia and Ukraine are the world’s two major agricultural producers. They are major players in the wheat, barley, maize, rapeseed, rapeseed oil, sunflower seed and sunflower oil markets.

Putin has repeatedly said that Western countries were to blame for Russia’s “departure” from the agreement. The West, he said, had failed to implement a separate memorandum agreed with the United Nations regarding the waiver of sanctions for its commodities.

One of Moscow’s main demands is for the Agricultural Bank of Russia to reconnect to the SWIFT international payment system. It was discontinued by the European Union in June 2022.

Meanwhile, responding to the Putin-Erdogan talks, Ukrainian Foreign Minister Dmytro Kuleba, said Kyiv would not change its stance. But it will pay attention to Turkey’s opinion regarding the Sochi talks.

“We must not continue to be hostage to Russian blackmail, where Russia creates problems and then invites everyone to solve them,” said Kuleba.

“It is clear that we will defend all principled positions, especially regarding the pressure of sanctions against the Russian Federation.”
