Traffic planning: consideration of residents – HEV Switzerland

In September 2020, the Federal Department of the Environment, Transport, Energy and Communication (DETEC) opened the hearing and participation on “Mobility and Space 2050” – this is the name of the new part of the Transport Sectoral Plan.

Content of the program part

The part of the program provides the framework and guidelines and defines the requirements for infrastructure planning within the federal competence area. It deals with the topic of mobility insofar as this is related to spatial and infrastructure development. The aim of the transport sectoral plan is to optimally coordinate the various modes of transport (road, rail, air and shipping). Above all, greater consideration is given to space and the environment. The conflict of interests between the transport needs of the population and the economy is also resolved. New regulations relating to land and spatial planning affect landowners in particular. It is therefore all the more astonishing that HEV Switzerland was not invited to the hearing.

Interests of the residents?

Nevertheless, HEV Switzerland welcomes the development of the transport sectoral plan. Likewise, that transport infrastructures should be implemented in a way that protects space, soil and living space and should be integrated into the settlement areas. However, only the conservation interests (climate, forest, landscape, etc.) are expressly listed in the sector plan – and not the user interests. The inclusion of the interests of private actors – especially when it comes to the interests of neighboring landowners – is crucial for a fair implementation of the sectoral plan in terms of spatial planning.

I am of the opinion that, for a coherent spatial policy, the interests of neighboring landowners must also be taken into account in planning. Ultimately, the local residents will be most affected by the changes made on site.
