Town planning. Anru: the repair of the Côte des Roses on the rails

The project was discussed during the municipal council of December 18 with items 26 and 27 of the agenda. On this occasion, the town planning assistant Roger Schreiber did not hide his satisfaction. “I had started Anru 1 (name given to the renovation program within the framework of the national agency for urban renewal) in its time, and the last two deliberations end this phase”, he commented. The end of a stage that prefigures a new one that will ultimately give the Côte-des-Roses district a new face.

A project started over a decade ago

It was in 2007 that the project called Anru 1 saw the light of day. “We started working on it between 2004 and 2005, when I was general manager of services, but that’s where it all started,” recalls Roger Schreiber. “The deliberations adopted by the municipal council on December 18 last definitively end this Anru 1 phase.” Today, all that remains is to build 21 social housing units in the Saint-Hubert sector. Delivery scheduled for 2022.

What is the outcome of the operation?

In all, 202 housing units were demolished and 303 rehabilitated or residentialized on the perimeter of Anru 1 which extends from the Chaussée d’Océanie to the roundabout of rue Saint-Hubert. “As provided for in the system, any destroyed housing must be rebuilt within the perimeter of the urban community. 222 have been rebuilt, 75% off site including 58% in Thionville, ”says the elected official. Renovation of schools, Fénelon square… the operation also enabled the birth of “the city’s first passive collective building”, explains Olivier Mitzner, director of the regional development pole. Total cost of the Anru 1 operation: 71 million euros (including 9.4 M € for the city; 10.2 M € for the ANRU ; € 42.5M for social landlords and € 8.9M shared between the State, the department, the region).

The future with Anru 2

The operations planned for Anru 2 have already started and mainly concern the area bordering the Bel-Air hospital. “We completed the Chemin Sainte-Anne which allows us to go around the hospital. Once the maternity ward is open, it will allow access to the various services from the car park, ”explains Olivier Mitzner. A hospitable hotel is also on the table. On the social side, Roger Schreiber assures him, “Anru 2 will be more ambitious”. And to cite the example of the ongoing refurbishment of the Sanglier-Renard bar. “This is the heaviest operation in progress,” adds the Anru Alexandre Halter project manager. Today, it is difficult to say that everything will be delivered in 2025, when the various projects are contracted. “However, we have until 2031 to complete the whole,” specifies the project manager Maryline Di Nardo. Estimated cost of the operation: 44 million euros, including 14 subsidized by Anru and Action Logement and 21 funded by social landlords.
