People with gender dysphoria have feelings of discomfort because of the mismatch between their biological sex and their gender identity. These feelings of discomfort or dissatisfaction may be so intense that they can lead to depression and anxiety and adversely affect daily life.
Saudi Arabia prohibits sex-change surgery, in which a person with a clear gender identity and suitable physical features attempts to change gender.
A legal consultant Rakan Al Ghofaili said a surgical procedure that alters the physical appearance and function of a transgender person’s sexual characteristics to resemble the identified gender is permitted, if it is part of the treatment for gender dysphoria in transgender people. This measure was also suggested by the Saudi Arabian government medical commission.

The Ministry of Health, he said, requires hospitals not to make decisions regarding sex change operations unless they get approval from the authorities.
“This approval is strictly limited to sex-correction surgery, not sex-change, because sex-change surgery is illegal in the kingdom,” Al Ghofaili was quoted as saying. Gulf News, Monday (5/7/2021).
