The Ministry of Finance is planning an amendment to the state budget for 2022 – announced Deputy Minister of Finance Piotr Patkowski.

As he explained, it will not be a serious budget revision, but an adjustment to the events of recent months, which was difficult to predict when constructing the original budget for 2022. – As for the date, I think that we will start intensive work on it at the beginning of summer, so it will probably be the end of Junebut the final decision belongs to Minister Skuza (Sebastian Skuza, deputy finance minister – editorial note) and the prime minister – said Patkowski.

Budget for 2022 What’s in the original law?

The Sejm passed the budget act for 2022 on December 17, 2021. The budget revenues were set at PLN 491.9 billion, expenses at PLN 521.8 billion, and the deficit at no more than PLN 29.9 billion.

When preparing the budget last autumn, the Ministry of Finance indicated that Poland’s GDP in 2022 would increase by 4.6%, and the average annual inflation would be at the level of 3.3%.

Deficit a problem for the government. Dudek: the budget for 2022 is a fiction

As we wrote in money.pl, the government has a serious deficit problem. According to the Ministry of Finance debt servicing costs will increase this year by PLN 20 billion to nearly PLN 50 billion. It is in the costs of servicing our country’s debt that we can see the most tensions when it comes to Poland’s finances. And this is a terrible time to incur debt, because Polish and other countries’ treasury bonds quickly lose their value.

As Sławomir Dudek, an economist for FOR and a long-term employee of the Ministry of Finance, wrote in a column for money.pl, the Minister of Finance confirmed in a fiscal notification sent to Brussels that the state budget for 2022 is a complete fiction.

In the tables sent to Brussels, the Ministry of Finance showed the current estimate of the deficit for 2022. The first bad news is that the government forecasts an increase in the real deficit, the one reported to the European Commission, from approx. PLN 49 billion in 2021 to PLN 128 billion in 2022, i.e. over 2.5 times more – the FOR economist pointed out.

– But something else is shocking. The point is that over 72 percent. (i.e. almost 3/4) of this real deficit is generated in units outside the constitutional definition of “state budget” he translated in an article for money.pl.
