The Thiès Regional Hospital, the other time bomb

The Thiessois still remember this sit-in during which more than 400 agents from the El Hadji Ahmadou Sakhir Ndiéguène regional hospital center in Thiès, had alerted to the ills affecting their establishment. At the time, already, they evoked a ” real home problem ».

Among other grievances, the spokesman of the day, Babacar Faye, then staff representative on the hospital’s Board of Directors, also head of the hospital’s staff administration office and his comrades, demanded ” the repayment of our social security contributions, the harmonization of our transport premiums, the erection of an emergency service to standards “. Lamenting a ” drug shortage they complained that ” to have the smallest syringe, you have to leave the hospital to get it from other pharmacies ».

The Decentralized Observatory of Human Rights (ODDH) of the Raddho (African meeting for the defense of human rights) of Thiès, reported him, ” depositions ” of several patients or accompanying persons on “the fraudulent maneuvers practiced by certain agents of the El Hadj Ahmadou Sakhir Ndiéguène hospital in Thiès “, with sometimes ” the involvement of security officers ».

Mrs. Ayni Aw, regional coordinator of the Decentralized Observatory of Human Rights (ODDH) of the Raddho of Thiès, mentions ” several allegations of racketeering and embezzlement of regional hospital officers ” and invites the President of the Republic Macky Sall, the Minister of Health, the regional chief medical officer as well as the director of the regional hospital, each as far as he is concerned, to ” instruct the competent services, in particular the control bodies (OFNAC, Court of Auditors, IGE), to carry out without delay the investigations necessary to crack down on these fraudulent practices which rip off the populations and unlawfully deprive the Public Treasury of substantial funds ».

Wanting to be more specific, Ms. Aw confided that “at the level of certain services such as Surgery, Maternity, Radiology or Emergencies, shady agents offer patients and accompanying persons, for a faster service and at a lower cost, to pay directly in cash to the agents in the services, without going through by the hospital fund ».

Worse, she explained, some agents in certain departments, refer patients to private clinics for services actually available in the hospital, acts tending to confirm a conflict of interest and cause the public service to lose considerable funds “. Another Mafia practice denounced by this lady, ” ”mileage” prescriptions are sometimes prescribed to interned patients, with the aim of subsequently recovering the drugs subtly, to resell them to other patients ».

The regional coordinator of the Decentralized Observatory of Human Rights (ODDH) of Raddho de Thiès, therefore invites users to ” denounce these acts of concussion » and to « refuse to pay cash to agents » and to « pay only at the level of the cashier of the Hospital, the only structure authorized to receive the funds ».

The major of the Orl service placed under arrest warrant for “fraud”

« There is a large mafia within the regional hospital center of Thiès, in particular in the Radiology and Scanner department, where there were parallel funds. I fired the major of the Orl service, Moustapha Faye, because he was aware of the shenanigans that were going on in the hospital .».

The Thiessois remember these remarks made, in the recent past, by Dr. Ndiassé Ndiaye, head of the Orl service of the said hospital establishment, who was also, in turn, accused of “ medical scam ».

The trade unionists of the box had not failed to demand from their management, ” the cancellation of the unfair redeployment note of the major of the Otorhinolaryngology (Orl) service“, for the simple reason that ” the latter, who is also responsible for nurses and midwives, is relieved of his duties because he opposes the unorthodox practices of his superior, the head of the department ».

And to denounce: the head doctor of the service, Dr. Ndiassé Ndiaye, also officiates elsewhere, outside the regional hospital, in a clinic of his own. He makes himself clients, directing patients who come for treatment at the El Hadj Ahmadou Sakhir Ndiéguéne hospital to his clinic. “, for, they point out, “ make a fortune “. According to them, this is a immoral, blameworthy procedure “, which denotes a certain form of ” medical scam ».

Allegations that had knocked Dr. Ndiassé Ndiaye out of his hinges. Reacting to these accusations, the head of the ENT department explained that ” there is a lot of mafia in the Regional Hospital Center of Thiès. The truth of the facts is that I had been informed of embezzlement within the hospital, in particular in the radiology and scanner department, but I had not reacted because I wanted proof. One day, I received a patient who had come from Touba, and when I asked him at what level he had paid, he clearly let me know that he had discharged his duty with the elements of the Sutsas, in the service Radiology, for an amount of 20 thousand FCfa. Which means that there were parallel cash desks in the Radiology and Scanner department. I reported this mistake to management, then fired the major, because he was aware of the shenanigans that were going on in the hospital. ».

Dr. Ndiaye to continue: “ compared to the information distilled by the union officials of Sutsas, Pape Mor Ndiaye and Rassoul Bâ, according to which, “I fired the major because he refused to direct patients to my clinic”, I specify, the hand on the Holy Quran, not even having a clinic, I am a legal service provider. These people want me to be part of their system, when I never will. I bring at least 20% of the turnover of the hospital where I have been in service since 2002. I am one of the deans and I will never work with crooks in my service ».
