The Slowing Progress of Fighting, Sanctions, and Aid in Ukraine: Insights from President Zelensky

Ukrainian President Volodymyr Zelensky said the fighting, tightening sanctions and aid to Ukraine were slowing down. He said this while speaking at the 18th meeting of the Yalta European Strategy “The Future is Decided in Ukraine.” Zelensky’s words are quoted by his press service:

The war is slowing down. It exists, we admit it. All processes are becoming more complicated and slower: from sanctions to the provision of weapons. When some partners say: so what about the counter-offensive, when will the next step be? My answer: today our steps are probably faster than the new sanctions packages.

Zelensky emphasized that the advancement of Ukrainian troops conducting an offensive operation is influenced by Western weapons, including the supply of aircraft.

There are specific square kilometers of our land, and every freed meter is a human life… We lose people every day… The longer, the more people suffer. How do weapons affect? Concretely and directly, without abstractions and rhetoric. There is a specific effect of a specific weapon. The more powerful and long-range it is, the faster the counteroffensive goes. Liberation of our territory. If we are not in the sky, but Russia is, they stop us from the sky. They stop our counter-offensive.

In August, the Netherlands and Denmark announced they would transfer F-16 fighter jets to Ukraine after completing training for Ukrainian pilots. The Netherlands will donate 42 fighters, Denmark – 19. Norway has also promised aircraft. National Security Council Strategic Communications Coordinator John Kirby admitted in July that the Ukrainian Armed Forces will receive F-16 fighters by the end of 2023. The United States announced that it will begin training Ukrainian pilots to fly the F-16 in October.
