Reversible migrants will be issued humanitarian packages

At a meeting with representatives of state institutions and non-governmental organizations, Minister of the Interior Agnė Bilotaitė and Minister of Social Security and Labor Monika Navickienė decided to urgently organize the distribution of humanitarian aid packages to illegal migrants on the Lithuanian border with Belarus, the Ministry of the Interior said in a press release on Thursday.

By the end of the year, it is planned to prepare 5,000 such packages from the currently available reserves and by organizing the necessary public procurement. International assistance to manage the migration crisis will also be used to complete the humanitarian packages.

Border guards and hitherto reversible migrants are provided with food, water and the necessary medical assistance as needed, but humanitarian aid will now be systematic and better organized.

“We cannot allow illegal migrants to flow into our country, so we will continue to use reversal tactics. However, we must do our utmost to help the people who have been pushed into this unfortunate situation by the Belarussian regime. We very much hope for help and active actions from non-governmental organizations operating in Belarus, taking care of migrants in their country who have become tools of the regime, ”says the Minister of the Interior A. Bilotaitė.

In view of the deteriorating weather conditions and the recent resurgence of attempts to cross the state border illegally, migrants will be issued humanitarian packages with dry rations, water and basic necessities at the border.

“We cannot leave migrants trapped on the Belarusian-Lithuanian border in the will of fate. By concentrating the efforts of state institutions and non-governmental organizations, we must take care of them and provide the necessary humanitarian aid. Migrants may also include vulnerable people, women with young children, unaccompanied minors and the disabled, who may also need medical assistance, ”says M. Navickienė, Minister of Social Security and Labor.

During the crisis of illegal migration, humanitarian aid issues are dealt with in a weekly meeting by a wide range of state institutions and non-governmental organizations – Ministry of the Interior, Social Security and Labor, Ministry of Health, Education, Science and Sports, State Border Guard Service, Office of the Ombudsman for Children , Office of the Equal Rights Ombudsman, Red Cross, Aid Service of the Order of Malta, Caritas, Save the Children, Representation of the World Health Organization in Lithuania, Refugee Reception Center, International Organization for Migration.

Interinstitutional meetings also discuss how to help migrants who have already arrived and are awaiting asylum. Non-governmental organizations provide recommendations for the improvement of living, education and nutrition conditions, and the institutions respond to them immediately in accordance with their competence.

Currently, illegal migrants are housed in five centers. Two of them, where socially vulnerable groups of migrants live, fall under the competence of the Ministry of Social Security and Labor, while the other three migrant centers are administered by the State Border Guard Service. Migrants are also cared for by other institutions and organizations, so there is often a lack of coordination and a clear division of responsibilities.

Taking into account the current situation and international experience, it is proposed to establish a Migration and Asylum Agency in Lithuania, which would take care of all processes related to refugees and asylum seekers.

Such agencies operate in many European countries – the Netherlands, Denmark, Sweden, Greece, Cyprus and elsewhere, and are usually under the Ministries of the Interior or Migration. The Agency would take care of the reception, registration, needs assessment, accommodation and other practical matters of migrants until they agree to return to their country of origin on a voluntary basis or are granted refugee status.

Since the beginning of August, 5,008 migrants have not been admitted to Lithuania from prohibited places in Belarus, 156 have been admitted for humanitarian reasons.

The Migration Department has already examined more than half of the asylum applications submitted by migrants crossing the Lithuanian border illegally – out of 3,148 applications received, 1,853, 6 of which were granted asylum in Lithuania.
