the recommendations of the Ile-de-France EVA report, “Together, Overcome incest and free yourself from it”

At the request of the Ile-de-France regional council, the Hubertine Auclert center today presented a report on incest to the elected representatives of the Ile-de-France region. Objective: to set up a regional policy to fight against this violence, particularly in high schools.

Chance of the calendar or not, the same day when the Independent Commission on Incest and Sexual Violence Against Children (Ciivise) reports its first conclusions to the Ministry of Health, the Hubertine Auclert center revealed to the elected officials of the regional council his recommendations to fight against incest especially in high schools in the Ile-de-France region.

For the Hubertine Auclert centre, a resource center for gender equality associated with the Île-de-France region, the situation is alarming.

-1 person out of 10 is or has been a victim of incest according to an IFOP survey.

-The sexual violence suffered in childhood takes place mainly in the family according to the CIASE 2021 report, and an INSERM survey.

-Half of this violence began before the age of 11.

-The risk of incest is about 4 to 6 times higher in girls and the aggressor is a man in 9 out of 10 cases according to the VIRAGE report published in 2015.

-1 incest victim out of 2 talks about it.

At the request of the region, the Hubertine Auclert center therefore presented a report entitled EVA, “Together, Overcome incest and free yourself from it”.

“The sexual assault or rape of a child within her family is such violence that we prefer not to think about it. Our collective duty is to look it in the face, and to protect our children with public policies. effective against incest”, affirms Marie-Pierre Badré, president of the Center Hubertine Auclert.

And to continue:Beyond the figures, our concern is to do prevention. Our report will enable the Île-de-France region to take steps to inform high school students in particular, one of the prerogatives of the regional council.

Statements confirmed by Valérie Pécresse, President of the Île-de-France Region, “with this report, we have a solid foundation to continue the work undertaken by the Region since 2019, and to strengthen the regional policy in the fight against violence against children. It will serve as a tool for professionals in the early childhood, and to all those who work with young people, particularly in the police-justice sector and in high schools.

The first step is to better understand this phenomenon in our region by undertaking large-scale studies“explains the director of the center Hubertine Auclert who also wishes to network all the associative and institutional actors who fight against incest.

Act two of our recommendations is the identification and protection of high school students by generalizing preventive actions in high schools, by explaining to students what their rights are in this area and by perpetuating campaigns in establishments, high schools and CFA “, continues Marie-Pierre Badre.

It also wishes to raise awareness in the sporting world by imposing “for example a conditionality of the regional subsidies to the installation of a prevention against the incest.

The EVA report also underlines the need to improve reception and listening to the voices of victims on the model of the Mélanie rooms (rooms which receive victims of violence).

Finally, “we proposed to include an incest component to the day of November 18 which is a European day for the protection of children“, concludes the president of the center Hubertine Auclert.

Priorities shared by Patrick Loiseleur, vice-president of the Face à l’inceste association: “The priority today is screening. The President of the Republic has announced two screening appointments, one in primary and one in high school, but that seems insufficient to me. There should be one a year, as is done for breast cancer screening. Do not wait for warning signs to arrive.

A prevention campaign aimed at young people between the ages of 14 and 18 has also been launched by the Hubertine Auclert centre: #IncesteParlonsEn

Four posters, a map to find help and a guide for educational staff and teachers can be ordered free of charge by all schools in the Ile-de-France region from November 17.

A web discussion will also take place on Tiktok and Instagram, with the hashtag #IncesteParlonsEn.
