TEMPO.CO, Jakarta – The Chancellor of Paramadina University Didik Rachbini said the State Revenue and Expenditure Budget (State Budget) has serious problems during this pandemic. He suspects that the state budget can trigger an economic crisis.
"Kalau dulu lewat nilai tukar, sekarang lewat APBN. Karena APBN-nya sangat berat," ujar Didik dalam webinar, Ahad, 1 Agustus 2021.
Setidaknya ada lima faktor di dalam APBN yang berpotensi menyebabkan krisis di kemudian hari. Faktor tersebut antara lain adalah proses politik APBN yang sakit dan bias, dan defisit primer yang semakin melebar dan tidak terkendali.
Selain itu, rasio pembayaran utang terhadap pendapatan yang naik di era Presiden Joko Widodo. Persoalan lainnya adalah dana yang mengendap dan bocor di daerah, serta pembiayaan PMN dan BMN sakit yang berpotensi menjadi masalah di masa depan.

This is heavy. The state budget should be maintained, the crisis is cured from institutions that are not in crisis,” said Didik.
Didik likens the current situation to a leaking bucket. The reason is that the government wants to improve the economy and various problems early, even though the Covid-19 problem has not been resolved. As a result, the government’s efforts have had limited impact.
