Context:

The Verkhovna Rada on September 23 adopted in the second reading the law of the President of Ukraine Volodymyr Zelensky on oligarchs. Per document 279 people’s deputies voted with 226 required. Voting took place according to a special procedure, without the possibility of making additional changes in the hall.

On September 2, Verkhovna Rada ombudsman for human rights Lyudmila Denisova addressed the speaker with an official letter regarding the bill, she stated that the document is contrary to the Constitution.

European Commission for Democracy through Law (Venice Commission) took into consideration Razumkov’s appeal with a request to evaluate the bill on oligarchs. The commission said they would prepare an opinion on Zelensky’s bill on oligarchs in the middle of December, and urged not to consider the bill on oligarchs in the second reading in the Rada until its conclusion is ready, as this would be an extremely negative signal for Western partners.

On October 19, parliament unblocked the law on oligarchs, people’s deputies rejected 12 decisionsblocking the signing of the document by the speaker.

Verkhovna Rada November 3 eliminated contradictions in the text of the bill… The people’s deputies did not re-vote the law again, but only supported the amendments of the parliamentary committee on national security, defense and intelligence, related to three articles of the document. According to the adopted clarifications, the National Security and Defense Council (NSDC) will keep the register of oligarchs, as it was in the original version of the document.

November 4th the new speaker signed the law Parliament Ruslan Stefanchuk, followed by a document signed by President Volodymyr Zelensky.
