The law on oligarchs significantly alienates Ukraine from NATO and the European Union – Klimkin

“The adoption today of an” anti-oligarchic “law alienates us from the EU and NATO. And quite significantly. I am in both hands for limiting the influence of the oligarchs. […] But the law adopted today does not introduce anything from the civilized arsenal of limiting the influence of oligarchs: neither improving the judicial system, combating corruption, effective work of regulatory bodies (which implies fair and transparent tenders in them, as well as auditing their activities), nor corporate governance, and much more. what “, – wrote the diplomat.

He stressed that “this is exactly what the European Union and NATO want” from Ukraine.

“Whether we like it or not, a clear consensus has been formed there so that without defining achievements in these areas we will not move forward in our European and Euro-Atlantic integration. That is, this law does not work for foreign policy and for our European aspirations,” Klimkin explained.

He suggested that the adopted law may work for domestic politics “in the sense of control over the media or” agreements “with the oligarchs, and this flip side of the law will soon become quite obvious – both inside and for Western partners.”

“The meaning of this law is to put a significant part of domestic politics, so to speak, on the” handbrake. “And this will also alienate us from the EU and NATO, which want systemic changes in Ukraine. And the” handbrake “has never worked effectively yet. a very famous example is Putin’s Russia, “Klimkin said.

According to him, “the Russian regime has made the oligarchs its part – they all go under the command.”

“And there is nothing to say about the media. Obviously, such a model is impossible in Ukraine and, I hope, is undesirable for the current government. And with our Western partners another difficult topic has now appeared for discussion. Although they, most likely, will not say anything: they will just smile, “Klimkin wrote.

Context:

Council 23 September adopted in the second reading the bill on oligarchs. Per document 279 people’s deputies voted with 226 required. 229 votes were given by the people’s deputies from the “Servant of the People”. One representative of the faction voted against.

Earlier, the Servant of the People party announced at least seven additional bills on the regulation of the activities of oligarchs in Ukraine, among them – on antimonopoly legislation, amendments to the law on political parties.

According to the adopted law, the oligarch meets at least three of the following symptoms: participates in political life; has a significant impact on the media (including online media); is the ultimate beneficial owner (controller) of a business entity, is an entity of natural monopolies or holds a monopoly (dominant) position in the national commodity market and maintains or strengthens this position for one year in a row; the value of assets exceeds one million living wages established for able-bodied persons on January 1 of the corresponding year.

If a businessman is included in the register of oligarchs – such decisions will be made by the National Security and Defense Council – he will be prohibited from participating in the purchase of large-scale privatization facilities and financing political parties. In addition, officials will have to report contacts with oligarchs, and businessmen themselves will have to submit a declaration to the National Agency for the Prevention of Corruption.

On September 2, Verkhovna Rada ombudsman for human rights Lyudmila Denisova addressed the speaker with an official letter regarding the bill, she stated that the document is contrary to the Constitution.

European Commission for Democracy through Law (Venice Commission) took into consideration the appeal of the speaker of parliament Dmitry Razumkov with a request to evaluate the bill on oligarchs.
