Norwegian citizens will not be able to be refused entry if they do not meet the requirement, but fines may be imposed. The requirement for a certificate of negative test does not apply if it has been impossible or disproportionately demanding to obtain such a certificate, states the government.

– Foreign nationals without a test taken less than 24 hours before arrival, we can expel. We can not deport Norwegians who come to Norway, but they can be fined, says Minister of Justice and Emergency Management Monica Mæland (H) to VG.

For people arriving by plane, the test must be taken a maximum of 24 hours before the scheduled departure time for the first part of the flight.

Test at the border

Upon arrival at the border, everyone must test themselves, usually with an antigen rapid test. Those who leave the test station before the answer is ready can be fined. Mæland tells VG that from experience it will take a little half an hour before the test answer is available.

She says that it has happened that people who have tested positive have not answered when they have been called, and that some have given the wrong telephone number.

– We are introducing this rule to close the possibility that someone with a positive test result travels on, says Mæland.

Minister of Health and Care Services Bent Høie (H) emphasizes the importance of reducing the risk of import infection.

– It is important that those who test positive, go into isolation as soon as possible. The municipalities should organize professionally sound transport for those who do not go to quarantine hotels, if they do not use their own vehicle, he says.

Suitable residence

The government emphasizes that even if you test negative at the border, you must implement the entry quarantine. Everyone who has been on an unnecessary journey must complete the quarantine at a quarantine hotel.

From Monday, the rules will also be tightened for those who return from necessary travel. In order for a residence to be considered suitable for the purpose, certain requirements must be met.

It must be possible to keep a sufficient distance from others, and the person in quarantine must have a private room, a private bathroom and a separate kitchen or food service. Spouses, cohabitants and children who live together in the country they travel from and arrive in Norway together, can be in the same place in the entry quarantine.
